Mill and Overlay (approximately 1.5 miles) – West Shadow Lake Drive (from Birch Street to Fox <br />Road), Painted Turtle Road (from West Shadow Lake Drive to Hawthorn Road), Hawthorn Road, <br />Hickory Place, Ironwood Circle, River Birch Place (West Shadow Lake Drive east to the cul-de- <br />sac), White Owl Drive, Fox Circle, and Fox Road (West Shadow Lake Drive west to the cul-de- <br />sac). Including water system repairs. <br /> <br />In October of 2021, the City completed a water service condition evaluation in the neighborhoods <br />planned for mill and overlay. The City evaluated eight services to determine if they were a saddled <br />or tapped service, and if saddled, what the condition was. One of the services was found to be <br />tapped and one of the services was in poor to failing condition. The other six services were found to <br />have an estimated life of 20 or more years. The City would expect the roadways to last <br />approximately 20 more years before reconstruction is required. There are also 6-inch diameter <br />water lines and associated service saddle connections in this neighborhood that should be <br />considered for up sizing to 8-inch when a full reconstruction is completed. <br /> <br />Staff evaluated the cost to replace the 138 services in the project area which also requires additional <br />roadway work. The roadway would need to be a full depth removal verses a mill and overlay. This <br />option added $1.3 million to the project costs. The city’s finance, public works and community <br />development staff evaluated the risk verses cost and benefits and determined it would be most cost <br />effective to only replace approximately 12 services in the area where the failing saddle was found. <br />This area also shows a varying soil condition. We will also build in to the project an additional 6 <br />replacement services. This is in the event a service saddle fails due to the road compaction during <br />construction. <br /> <br />With the project, all gate valves that have not been previously repaired will be replaced. Hydrant <br />gate valve bolts will be replaced. <br /> <br />Thin Overlay (approximately 3.2 miles) – Rondeau Lake Road W (from Main Street to the northern <br />city limits), 81st Street W (from Rondeau Lake Road W to the cul-de-sac), and Rondeau Lake Road <br />E (from Main Street to the northern city limits). Thin overlays are planned to address Problem <br />roadways in need of reconstruction that the City cannot fund in the short term. <br /> <br />This portion of the project will be bid as an alternate to maintain project flexibility. <br /> <br />WSB & Associates has submitted a proposal to complete the plans and specifications, and provide <br />bid documents for the 2022 Street Rehabilitation Project for a total not to exceed the amount of <br />$64,416. <br /> <br />The estimated total project cost is $1,622,000. Funding for the project is expected to be from the <br />Pavement Management Fund, Water Operating Fund, and Municipal State Aid Fund. Final <br />funding sources and amounts will be determined upon completion of design. <br /> <br /> <br /> <br /> <br />
