6 <br /> <br /> <br />Staff clarified that the crawl space is intended to flood and is to only be used for storage. <br />Habitable space is not allowed. Staff also clarified that the vents open automatically. The vents <br />are to be installed 1-foot from the bottom of the crawl space. In order to empty the crawl space <br />of water, pumps may need to be used. A door to the crawl space is also proposed and could be <br />opened when the water levels recede. <br /> <br />2. Is the choice using the crawl space and vent construction over the use of stilts or fill for <br />aesthetic purposes? <br /> <br />Staff clarified that the use of the crawl space instead of stilts is an aesthetic decision. The <br />applicant is seeking a conditional use permit in order to avoid using fill. <br /> <br />3. What is the crawl space floor elevation and are plantings allowed near the vents? <br /> <br />Staff stated that the proposed crawl space floor elevation is 885. The details for the vents and <br />the City Code both require the area in front of the vents to be clear. Staff did not recommend <br />planting any landscaping in front of the vents. <br /> <br />The Planning & Zoning Board held a public hearing on February 12, 2020. <br /> <br />The applicant, Leslie Schuhbauer, introduced herself to the Planning & Zoning Board. No other <br />public comments were made at the public hearing. <br /> <br />The Board recommended approval with a 3-0 vote with conditions as detailed in Resolution <br />No. 20-21. <br /> <br />Findings of Fact <br /> <br />Resolution No. 20-21 details the Conditional Use Permit Findings of Fact. <br /> <br />RECOMMENDATION <br /> <br />Staff and Planning & Zoning Board recommend approval of the Conditional Use Permit for the <br />proposed single family home at 7020 West Shadow Lake Drive. <br /> <br />ATTACHMENTS <br /> <br />1.
