CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: March 9, 2020 <br /> <br />TOPIC: Consider Resolution No. 20-19, Approving Bidding Policy <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council approval of the Bidding Policy. <br /> <br />BACKGROUND <br /> <br />Minnesota State Statute 471.345 (Uniform Municipal Contracting Act) allows cities to receive <br />bids electronically, but does not provide clear guidance on the electronic bidding process. The <br />City of Lino Lakes Community Development Department has bid projects using electronic <br />bidding procedures and would like to continue to use electronic bidding because of the benefits <br />to both the city and the contractors bidding the projects. Electronic bidding assures complete <br />bids, assures accuracy in total costs, and provides efficient means for creating bid tabulations. <br />Contractors can update their bids at any point before the bid opening and they do not need to be <br />present at the bid opening. <br /> <br />The Bidding Policy details how the electronic bidding process would be implemented while <br />also maintaining language about traditional sealed bidding processes for paper submissions. <br />The City’s Attorney has reviewed and approved the Bid Policy. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 20-19 for the Bidding Policy. <br /> <br />ATTACHMENTS <br /> <br />1.
