<br />CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: March 9, 2020 <br /> <br />TOPIC: Consider Resolution No. 20-13, Accepting bids, Awarding a <br />Construction Contract, and Approving the Construction Services <br />Contract, East Cedar Street & 24th Avenue/Elmcrest Avenue <br />North Improvement Project <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council’s consideration to accept bids, award a construction contract, and <br />approve a construction services contract for the East Cedar Street & 24th Avenue/Elmcrest <br />Avenue North Improvement Project. <br /> <br />BACKGROUND <br /> <br />Last year, the City entered into a Joint Powers Agreement (JPA) with the City of Hugo for cost <br />sharing of the East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project. The <br />project includes paving 24th Avenue/Elmcrest Avenue from Tart Lake Road to the south a distance <br />of 2,300 feet, and East Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. As <br />outlined in the JPA the East Cedar Street improvements are the financial responsibility of the City <br />of Lino Lakes and the 24th Avenue/Elmcrest Avenue improvements are the financial responsibility <br />of the City of Hugo. <br /> <br />On June 10, 2019, the City Council ordered the project, approved the plans and specifications and <br />authorized the advertisement for bidding. Bids were received for the project in August of 2019. <br />Both the City of Hugo and Lino Lakes passed Resolutions to reject bids and amended the JPA to <br />rebid the project early in 2020 for construction in 2020. <br /> <br />After the first amendment was passed, the City of Hugo received indications that there may be <br />development interest on a parcel adjacent to Elmcrest Avenue. A bid alternate for the extension of <br />sanitary sewer and watermain was included in the plans through a second amendment to the JPA. <br />The second amendment outlines that associated costs would be the responsibility of the City of <br />Hugo. <br /> <br />On December 9, 2019, the City Council authorized the rebidding. Bids were received on Tuesday, <br />January 28, 2020. A total of six bids were received. Below is a table of Grand Total Bids <br />received: <br /> <br />
