CSAH 34 Birch Street Project Update – Community Development Director 15 <br />Michael Grochala reviewed the draft Joint Powers Agreement that has been prepared for 16 <br />City review and sets forth a basic understanding of both the City and County project 17 <br />responsibilities and cost share. The City’s estimated share, based on the two roundabout 18 <br />option, is approximately $571,000. Over 1/3 of the costs are related to relocation of trunk 19 <br />water main and would be funded by the Water Utility fund and the balance of the City’s 20 <br />share would be funded by Municipal State Aid funds. There is no levy impact for the 21 <br />project currently proposed (two roundabout option). He explained that Anoka County is 22 <br />looking for municipal consent so that they can move forward with acquisition and final 23 <br />design. 24 <br /> 25 <br />The Council expressed a desire to perform a Pedestrian Traffic Simulation, as well as 26 <br />looking at changing speed limits along Birch. County representatives reviewed a plan for 27 <br />students exiting the school and use of crossing-guards. The County reported a speed 28 <br />study could be requested after the improvements are installed. There will be advisory 29 <br />speed signs as drivers approach the roundabouts, but the speed in between will be posted 30 <br />as it is today. 31 <br /> 32 <br />Regarding the well proposed in the area of Birch Street, Director Grochala noted the 33 <br />County did receive a bid estimated at $4,000 to salvage the brick from 509 Birch Street; 34 <br />however, this cost does not include mortar removal or hauling of material. The Council 35 <br />agreed to move away from the idea of salvaging the house at 509 Birch Street for use as a 36 <br />well house, as well as the idea of salvaging the bricks for use in other projects, as the cost 37 <br />is too high. 38 <br /> 39 <br />2. Water Treatment Plant Feasibility Study - Community Development Director 40 <br />Michael Grochala reviewed the proposal submitted by WSB to complete a Water 41 <br />Treatment Plant feasibility study at a cost of $39,886.
