CITY COUNCIL WORK SESSION <br />DRAFT <br /> 2 <br />Johnson, presented the scope of the study, noting architectural renderings and public 43 <br />outreach are not included in the current phase of project development. 44 <br /> 45 <br />The study Scope of Work includes: 1) Reviewing Alternative Water Supply Options, 2) 46 <br />Analyzing Source Water, 3) Evaluating Water Treatment Options, 4) Reviewing Potential 47 <br />Plant Sites, 5) Preparing a Centralized Water Treatment Preliminary Drawing, 6) 48 <br />Evaluating Future System Needs and Phasing, 7) Studying Neighborhood Impacts, and 8) 49 <br />Determining Cost Estimates. 50 <br /> 51 <br />Council requested looking into the option of a preliminary report in order to control cost. 52 <br />This would include pushing out preparation of drawings and cost estimates. Director 53 <br />Grochala will prepare a revised report to address the Council’s concerns regarding cost. 54 <br /> 55 <br />3. 87 Lilac Street Concept Plan - City Planner Katie Larsen reviewed the proposed 56 <br />concept plan submitted for 87 Lilac Street. The applicant, Bonfe Builders, submitted a 57 <br />land use application for Concept Plan Review. The proposed development is a 4 lot 58 <br />residential subdivision of a 1.62 acre parcel located at 87 Lilac Street. The property 59 <br />owners are Lyndal and Sally Nelson. 60 <br /> 61 <br />Due to the potential need for multiple variances and easement vacation, the applicant has 62 <br />submitted a concept plan. This will give staff, Boards, and Council an opportunity to offer 63 <br />comments on the proposal prior to incurring costs of submitting a full preliminary plat 64 <br />application. 65 <br /> 66 <br />In reviewing the concept plan, the council expressed the desire to see the extension of 67 <br />Mustang Lane as a part of the subdivision. 68 <br /> 69 <br />4. 617 Apollo Drive – Muddy Cow Site & Building Plan Review - City Planner 70 <br />Katie Larsen reviewed a Land Use Application that was submitted for an Ordinance 71 <br />Amendment for a site plan and building modifications at 617 Apollo Drive. The 72 <br />applicant is proposing to construct a restaurant with rooftop dining in the existing 73 <br />building. Eagle Liquors currently occupies the north portion of the retail building. Per 74 <br />the Marketplace Planned Development Overlay (PDO) Design Guidelines Ordinance No. 75 <br />03-05, substantial departures from the approved plans require an amendment to the 76 <br />ordinance. 77 <br /> 78 <br />Staff will be seeking Council action at the March 23rd City Council meeting 79 <br /> 80 <br />5. Creation of a Joint Power Entity for Metro I-Net - Finance Director Sarah 81 <br />Cotton reviewed the staff report addressing the creation of a JPA between current Metro-82 <br />iNet member agencies. Due to growing concerns regarding the sustainability of the 83 <br />current Metro-iNet arrangement, a sub-group of member cities have created a draft 84 <br />framework for a joint powers agreement. The law firm, Kennedy & Graven, helped draft 85 <br />the agreement. The sub-group is now seeking commitments from member agencies who 86 <br />want to enter into a joint powers agreement.
