COUNCIL MINUTES <br />DRAFT <br />3 <br />Mr. Williams explained that the skylight is actually access to a turbine motor that powers the well and 78 <br />it is functional. The windows and doors are all industrial grade needed for security purposes and 79 <br />also made to blend the building into the neighborhood. Ms. Hankee noted that the painting element 80 <br />gets into painting of pipes and other items beyond just the walls. 81 <br />Mayor Rafferty asked how long the City could wait on the project and Mr. Williams suggested that he 82 <br />would not recommend any staff going into the building while the well is producing water. Mayor 83 <br />Rafferty noted the benefit to the neighborhood of upgrading this building as well as the importance of 84 <br />keeping this facility up to date. He also asked if the metal doors will rust and Mr. Williams explained 85 <br />that the doors will be powder coated. 86 <br />Councilmember Cavegn asked if the building has been examined by a structural engineer and Ms. 87 <br />Hankee explained how that process has occurred. 88 <br />Marty (who lives across from well house) and Paula Smude, 6766 Black Duck Drive. The current 89 <br />structure and grounds are an eyesore for their neighborhood. The neighbors do what they can with 90 <br />the grounds. They will be happy to see improvement and something that looks more like the 91 <br />neighborhood. 92 <br />Councilmember Cavegn asked if there are plans to improve upkeep of the grounds and Mayor 93 <br />Rafferty remarked that he anticipates that staff will ensure that the grounds are better kept. 94 <br />Mayor Rafferty added that he’d like to see the overhand accentuated; it’s very short in its current 95 <br />state. 96 <br />Councilmember Stoesz moved to approve Resolution No. 20-15 as presented. Councilmember 97 <br />Ruhland seconded the motion. Motion carried on a voice vote. Councilmember Lyden recorded as 98 <br />voting no. 99 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 100 <br />6A Nadeau Acres (this item was removed from the agenda at the March 2 work session) 101 <br />6B) Consider Resolution No. 20-21, Approving Conditional Use Permit for Building within the 102 <br />Floodplain at 7020 West Shadow Lake Drive – Kelsey Gelhar, WSB & Associates, reviewed a 103 <br />PowerPoint presentation including information on the following: 104 <br />- Land Use Application for Conditional Use Permit (details reviewed); 105 <br />- History of parcel, including service of municipal utilities; 106 <br />- Existing site conditions; 107 <br />- Applicant’s proposal, including map of site with proposed structure and draft house plans; 108 <br />- Planning and Zoning Board input; 109 <br />- Findings of Fact reviewed; 110 <br />- Conditions included in resolution. 111 <br />Councilmember Lyden suggested that the plans look very nice. The flood vent is unique and he wonders 112 <br />how certain one can be that water under the home won’t cause damage. Ms. Gelhar explained that the 113 <br />materials used will be appropriate for the possibility of water and that will be checked by the building 114 <br />inspector as construction occurs. 115
