3 <br /> <br />Pandemic Plan Phases <br />Phase One: Preparation <br />This phase involves putting in place all the policies and procedures, equipment, <br />supplies, technology, and training needed during the pandemic to maintain the <br />highest levels of customer service to residents. <br />During this preparation phase, the City will: <br />1. Identify critical services that must continue during a pandemic and those that <br />could be temporarily suspended. For example, the Public Safety Department <br />will continue to respond to 9-1-1 calls, but may choose to temporarily <br />discontinue crime prevention events like Night to Unite or suspend the <br />issuance of gun permits. <br /> <br />2. Determine staffing needs for critical services, including support staff. <br /> <br />3. Determine which job duties associated with critical functions could be <br />performed remotely from home or must be conducted at city sites. <br /> <br />4. Identify technology issues associated with remote work and a plan for <br />ensuring technology support is channeled to the most critical functions. <br /> <br />5. Determine lines of authority (at least three staff deep) for each department <br />director and supervisory position. <br /> <br />6. Assess employees’ home computer and internet access for employees <br />assigned to critical functions. <br /> <br />7. Determine backup plans for critical functions, which may include: <br />• Cross-training staff; <br />• Contacting retirees or former employees to have on standby; <br />• Contracting with outside agencies. <br /> <br />8. Purchase preventive supplies such as gloves, masks, disinfectant wipes, and <br />hand sanitizer and make them readily available at various city locations. <br /> <br />9. Determine policy changes that may be needed (e.g. clarifying supervisory <br />authority to send ill employees home, no handshaking, social distancing, <br />employee travel ban). <br /> <br />10.
