7 <br /> <br />Service Restrictions <br />In the event of a serious pandemic or other similar public health emergency, the <br />City of Lino Lakes does not have the capacity to provide or coordinate public <br />shelters, meals, or other social assistance. This service must be provided, if at all <br />possible, by Anoka County or other public and private agencies such as the Red <br />Cross. <br />The City of Lino Lakes also does not have the capacity to render aid or provide <br />materials or supplies to the major institutions in the city. This includes the <br />Minnesota Correctional Facility. <br />The City’s best use of limited staff and resources is to ensure there are functional <br />water and sewer services, police and fire protection, passable streets, and general <br />civil order. <br />Be prepared at home and in your organizational structures for a pandemic <br />response . <br /> <br />Essential and Non-Essential Employees <br />Each City department may be responsible for certain actions in the event of a <br />pandemic. In this regard, all City labor agreements contain a specific provision for <br />staff “Call Back” whereby City staff must report to work if requested to do so. <br />However, in the event the City implements Pandemic Emergency Operations, the <br />following positions are designated as essential or non-essential employees. <br />Essential employees are considered responders and are required to report for duty <br />in a callback situation if the City executes an emergency response to the pandemic. <br />Essential: <br />• City Administrator <br />• Public Safety Director and Deputy Directors <br />• Public Safety Captain <br />• Public Safety Police and Firefighters <br />• Public Services Director <br />• Public Works Personnel <br />Essential as Needed: <br />• Human Resources Manager <br />• Finance Director <br />• Community Development Director <br />• Building Official <br />• Building Inspectors
