1 <br /> <br />WS – Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br />Date: April 6, 2020 <br /> <br />To: City Council <br /> <br />From: Katie Larsen, City Planner <br /> <br />Re: Watermark Overview and 3rd Addition PUD Final Plan/Final Plat <br /> <br /> <br />Background <br /> <br />At the April 27, 2020 Council meeting, staff will be presenting Watermark 3rd Addition <br />PUD Final Plan/Final Plat for Council consideration. For new Council members, staff <br />would like to provide an overview of the project. <br /> <br />Overview <br /> <br />Watermark is a 372 acre master planned residential community consisting of 692 single <br />family lots and 172 townhome units totaling 864 housing units. The development is <br />located in the northwest quadrant of I-35E and CSAH 14 (Main Street). It is comprised of <br />different neighborhoods with varying lot sizes and housing products to meet market <br />demands. At full build, Watermark will create over 82 acres of parks and open space <br />including a 5 acre master public park with community center, 63 acres of water and <br />wetland features, 3 miles of trails and 6 miles of sidewalk. <br /> <br />Previous Council discussions and approvals include: <br /> <br />• May 5, 2014: Council Work Session <br />o General discussion and overview of the project (Mattamy Homes) <br />• June 2, 2014: Council Work Session <br />o Review of variety of housing styles and lot widths <br />• November 3, 2014: Council Work Session <br />o Review Concept Plan <br />o Summary of advisory board meetings and comments <br />• July 6, 2015: Council Work Session <br />o General discussion regarding <br /> Commercial development component <br /> Lot widths and sizes <br /> Public values <br />• June 13, 2016: City Council <br />o Resolution No. 16-51 approving PUD Development Stage <br />Plan/Preliminary Plat <br />• October 9, 2017: City Council
