CITY COUNCIL <br />AGENDA ITEM 3B <br /> <br /> <br />STAFF ORIGINATOR: Jeff Karlson <br /> <br />MEETING DATE: April 13, 2020 <br /> <br />TOPIC: Personnel Reductions <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to approve staff’s recommendation to layoff two Recreation <br />Division employees. <br /> <br />BACKGROUND <br /> <br />As the Council is aware, City services have been impacted by the increased spread of the <br />coronavirus (COVID-19). Non-essential services continue to be suspended or cancelled as the <br />pandemic progresses. As a result, the City has had to reassess staff workloads and service needs <br />in each department and make some difficult personnel decisions. <br /> <br />During last Monday’s work session, the City Council was in unanimous agreement that the <br />summer recreational programs and events be canceled in response to the coronavirus pandemic <br />and the uncertainty of scheduling vendors and securing sponsors for Blue Heron Days. <br /> <br />Last Thursday, Recreation Supervisor Brian Hronski and Office Specialist Kristine Kroll were <br />notified that I would be recommending the reduction of personnel in the Recreation Division, <br />which includes their positions, effective April 24, 2020. In accordance with Section 9.2 of the <br />City’s personnel policy, Hronski would receive the maximum severance of twelve weeks for <br />his length of employment with the City and Kroll three weeks’ severance. Both will be eligible <br />for unemployment compensation and additional compensation under the federal CARES Act. <br /> <br />RECOMMENDATION <br /> <br />Approve the layoff of the recreation supervisor and public services office specialist, effective <br />April 24, 2020. <br /> <br />ATTACHMENT <br /> <br />Section 9.2 of Lino Lakes Personnel Policy
