<br />CITY COUNCIL <br />AGENDA ITEM 5A <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: April 20, 2020 <br /> <br />TOPIC: Resolution No. 20-42, Accepting Quotes and Awarding a <br />Construction Contract, Lift Station No. 5 Forcemain Repair <br /> <br />VOTE REQUIRED: 3/5 Vote Required <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting authorization to accept quotes and award the construction contract for the <br />Lift Station No. 5 Forcemain Repair Project. <br /> <br />BACKGROUND <br /> <br />Sanitary sewer in the Pheasant Hills area flows to Lift Station No. 5 and is pumped through a <br />forcemain to the gravity trunk sewer located west of Timberwolf Trail. This section of <br />forcemain has been dug up and repaired for leaks twice in the last two weeks. These repairs <br />occurred in Snow Goose Circle. <br /> <br />It appears that the 29 year old 6 inch diameter ductile iron pipe forcemain is corroding in this <br />area. The repairs required that the lift station be pumped down to prevent backups. The pump <br />trucks accessed the lift station from the adjacent trail off of Pond View Circle. While <br />completing the repairs, staff also evaluated the condition of the watermain. Corroded service <br />saddles and bolts were replaced as part of the repairs. <br /> <br />Staff is concerned about the condition and reliability of the forcemain and is recommending <br />repair of the 1,800 foot long forcemain. Two options were evaluated; 1) line the existing <br />foremain; or 2) replace it with a new line by directional drilling. Trench replacement of the <br />new line was ruled out due to high costs of partial street reconstruction. Replacing the <br />forcemain with a new line directionally drilled is approximately half the cost of a liner. This <br />option also allows the lift station to remain in service for the majority of the work, eliminating <br />the need for extensive pumping. <br /> <br />The City received two quotes for the project. The base quote includes the pipe installation, <br />mobilization, traffic control, erosion control and work at the manholes: <br /> <br />Contractor Base Quote <br />GM Contracting, Inc. $150,421.21 <br />Ellingson Companies, Inc. $154,645.00 <br />EJM Pipe Services Decline to Quote <br />
