The Master <br />Plan details transportation and access, trails and open space, utilities, site design and <br />urban form and stormwater requirements. Much attention was given to providing buffers <br />from the existing residential neighborhoods to the west and north and shifting the <br />development away from the neighborhoods toward Hodgson Road and CR J to create an <br />urban form and gateway to the City. <br /> <br />The proposed Lyngblomsten development meets the goals, objectives and standards of <br />the Comprehensive Plan and the Master Plan. The site has been the focus of several <br />proposed commercial/residential development proposals. However it has proven to be a <br />challenge for development/redevelopment due to lack of public utilities and <br />transportation infrastructure, high neighborhood expectations and timing. The senior <br />living community will support and catalyze future commercial development in the area, <br />including the restaurant planned by this developer. <br /> <br />The April 8, 2019 Council staff report provides additional details regarding the entire <br />project. <br /> <br />PUD Development Stage Plan Amendment #1 <br /> <br />As noted, the original PUD Development Stage Plan/Preliminary Plat approved by City <br />Council included a centrally located stand-alone clubhouse. The amendment proposes to <br />omit the stand-alone clubhouse and associated parking lot in order to expand the size of <br />the stormwater pond in order to meet RCWD and City stormwater management <br />requirements.
