BOARD OF REVIEW MINUTES May 4, 2020 <br />DRAFT <br /> <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br />BOARD OF APPEAL AND EQUALIZATION 3 <br /> 4 <br />DATE : May 4, 2020 5 <br />TIME STARTED : 6:00 p.m. 6 <br />TIME ENDED : 6:20 p.m. 7 <br />MEMBERS PRESENT : Councilmember Ruhland, Lyden, Cavegn, Stoesz 8 <br />and Mayor Rafferty 9 <br />MEMBERS ABSENT : none 10 <br /> 11 <br />Staff members present: City Clerk Julie Bartell; Finance Director Sarah Cotton 12 <br /> 13 <br />Anoka County Assessor Staff present: Scott Schutz, Assessment Compliance Coordinator, Shawn Halligan 14 <br />(Residential Appraiser) & John Leone (Commercial Appraiser). 15 <br /> 16 <br />City Board of Appeal members who had completed training for the meeting were Councilmembers Lyden and 17 <br />Ruhland. 18 <br /> 19 <br />Mayor Rafferty called the meeting to order; all members were present. 20 <br /> 21 <br />The council had reviewed the official board report (on file) at a recent work session. 22 <br /> 23 <br />There were no property owners wishing to speak. 24 <br /> 25 <br />Anoka County Residential Appraiser Halligan addressed the board. He’s had 37 calls this year, the 26 <br />majority of which have been settled. For the calls that have come late in the process, he has told the 27 <br />property owners that he would read the property into the record that they would retain the right to 28 <br />come to the County Board of Appeal. Staff will work with them over the next few weeks to address 29 <br />their concerns but they can go forward to that board if they choose. He noted that a list of property 30 <br />owners was submitted to the City Clerk and they’d like those included in the record so as to retain that 31 <br />right of future appeal. Mr. Halligan added that there were 410 sales in the City of which 216 were 32 <br />qualified and used for study. The market value of City properties is included in the board report. 33 <br />There were just over 100 new homes constructed. 34 <br /> 35 <br />Anoka County Commercial Appraiser Leone said he has received two calls and those have been 36 <br />addressed. There were only three sales (one commercial and two industrial) this year. He noted that 37 <br />as usual twenty percent of the properties were reviewed. 38 <br /> 39 <br />Mayor Rafferty asked about outstanding concerns that the County has heard from property owners. 40 <br />Mr. Halligan noted the number of owners with which he has reached resolution. There are about five 41 <br />outstanding where they have not and the County will continue working with them. He noted that 42 <br />taxation notices were delivered to the property owners later than usual. 43 <br /> 44
