BOARD OF REVIEW MINUTES May 4, 2020 <br />DRAFT <br /> <br />2 <br />Councilmember Ruhland asked what took so long to get county taxes confirmed this year. Mr. 45 <br />Schutz noted that the County has a new system (not updated since 2006) and it took a bit to get the 46 <br />bugs out. Councilmember Ruhland noted that he’s heard some criticism of the website and he 47 <br />wonders if the County is responding. County staff noted that the website is the crux of the upgrade 48 <br />and they are still working at achieving the best product possible. Councilmember Ruhland confirmed 49 <br />that the process for the County Board of Appeal is similar to the City. 50 <br /> 51 <br />Councilmember Lyden thanked county staff for their work and he hopes that they can reach resolution 52 <br />with those property owners who have outstanding concerns. He also noted that he personally had 53 <br />contacted the county assessor’s office with a question on his property taxes and he was served well. 54 <br /> 55 <br />Mayor Rafferty noted that the website to view property taxes is different. He has noticed that 56 <br />information is provided differently. Will there be updates to past r ecords (sales, mortgages) as there 57 <br />was in the past. County staff recommended that Mayor Rafferty contact Alex Guggenberger for 58 <br />specific website questions. Mayor Rafferty explained that the councilmembers may occasionally use 59 <br />the site to get background for property concerns that come up. 60 <br /> 61 <br />Councilmember Stoesz noted that county staff mentioned that there were 100 homes constructed in 62 <br />the city in 2019 but he noticed a higher figure (165) in the report. Mr. Schutz explained that the 63 <br />figure he gave (100) was just an estimate. 64 <br /> 65 <br />Mayor Rafferty asked if the new construction figure is established by permit being issued or certificate 66 <br />of occupancy. Mr. Schutz explained that it would be closer to the permit or something like the 67 <br />foundation being laid. 68 <br /> 69 <br />The properties listed on Exhibit A attached to these minutes were read into the record: 70 <br /> 71 <br />Motion by Cavegn to accept the referrals to the Anoka County Board of Equalization as indicated. 72 <br />Council Member Ruhland seconded the motion.
