3 Mitigation Plan Update – 2020 January 31, 2020 <br /> <br />ITEM 11. FISH, WILDLIFE, ECOLOGICALLY SENSITIVE RESOURCES <br /> <br />Item No. Mitigation Description Update <br />11.1 Implement the Conservation Design Framework (CDF, see Figure 10-3), <br />which includes conservation of “Core” and “Outlier” habitat areas, <br />buffering these natural resources, and establishing greenway corridors <br />throughout the AUAR area to provide connectivity for ecological and <br />wildlife corridors, regional stormwater collection and conveyance, and <br />passive recreational opportunities. <br />This mitigation measure is ongoing. <br />11.2 Add the “Core” and “Outlier” habitat areas to the City’s Parks, Natural <br />Open Space/Greenways, and Trail System Plan map. <br />This has been added to Fig 2-9 in the <br />Comprehensive Plan. <br />11.3 Require public land dedication of priority natural open space areas <br />through the subdivision process. <br />This mitigation measure is ongoing. <br />11.4 Require that cash in lieu of public land dedication for subdivisions within <br />the AUAR area be spent within the AUAR area to purchase, restore, <br />and/or maintain priority natural open space areas. <br />This mitigation measure is ongoing. <br />11.5 Consider provisions for conserving “Other” habitat areas (see Figure 10-2) <br />during the development review process. <br />This mitigation measure is ongoing. <br />11.6 Establish mechanisms for ecological restoration, management, <br />stewardship, and education. <br />This mitigation measure is ongoing and <br />implemented through the Comprehensive Wetland <br />Protection and Management Plan. <br />11.7 Provide for turtle and other wildlife passage by continuing to require <br />surmountable curbing in new residential developments and encouraging <br />ecologically sensitive site design. <br />This mitigation measure is ongoing. Residential <br />developments that have occurred within the study <br />area have all incorporated surmountable curbs. <br />11.8 Consult with the DNR and/or US Fish and Wildlife Service to determine <br />appropriate mitigation strategies for activities near the Bald Eagle’s nests <br />within the AUAR area before development occurs within the vicinity of the <br />nests, including reviewing recommended disturbance limit guidelines <br />developed by the DNR. <br />This mitigation measure is ongoing. <br />11.9 Continue to enforce the Peltier Lake No-Wake Zone ordinance and <br />establish buffers to protect the Peltier Lake Heron Rookery. <br />This mitigation measure is ongoing.
