4 Mitigation Plan Update – 2020 January 31, 2020 <br /> <br />Item No. Mitigation Description Update <br />11.9A The City will limit development within 300 meters of the edge of a heron <br />colony and not allow disturbance in or near colonies from March to <br />August. <br />Measure was included in original AUAR within the <br />text. <br />11.10 Require rare plant surveys, by qualified personnel, prior to development in <br />wetland areas and of areas of banded soils between muck soils and <br />adjacent Isanti, Soderville, or Zimmerman soil map units. These surveys <br />shall be conducted by qualified professionals at an appropriate time of <br />year to identify the rare plants. <br />This mitigation measure is ongoing. <br />11.11 Encourage ecologically sensitive design and construction practices for the <br />proposed northerly bypass that would connect I-35W and I-35E. <br />This mitigation measure is ongoing. <br />11.12 Implement the Conservation Design Framework (CDF) of the AUAR <br />(Figure 10-3 and 10-2). The CDF includes consideration of: <br />• Conservation of the most ecologically significant natural resources <br />within the AUAR area (in particular, the “Core” and “Outlier” <br />habitats as shown in Figure 10-2 of the original AUAR). <br />• Protection of ecologically significant natural resources from <br />adjacent land uses by implementing buffering. <br />• Connection of ecologically significant natural resources via multi- <br />functional greenway corridors. <br />Measure was included in original AUAR within the <br />text. <br /> <br />
