CITY COUNCIL <br />AGENDA ITEM 4A <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: May 11, 2020 <br /> <br />TOPIC: Consideration of Resolution 20-45 Approving Allina Ambulance as <br />the Primary Ambulance Service for the City of Lino Lakes <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />On June 1, 2020 the ambulance service providing primary services will change as determined by <br />current Emergency Medical Service Regulatory Board (EMSRB) Primary Service Area (PSA) <br />maps. As a result of existing PSA overlaps, the City of Lino Lakes is able to choose between two <br />ambulance service providers. Staff is recommending that Allina Ambulance service be designated <br />as the primary ambulance provider for the City of Lino Lakes. <br /> <br />BACKGROUND <br /> <br />During 2018, 2019, and 2020, Staff have regularly update the Council on concerns with <br />ambulance services in Lino Lakes, shortcomings of the current regulatory authority over <br />ambulance in Minnesota, and the lack of local control. These issues were recently discussed at the <br />December 2, 2019, December 9, 2019, March 2, 2020, and May 4, 2020 meetings with Council. <br /> <br />Staff has learned that the entire City of Lino Lakes is covered by what the EMSRB refers to as <br />“PSA overlap”. This means that when the PSA maps were created two ambulance providers own <br />a PSA that covers our community. We know that MHealth Fairview (formally Fairview) as well <br />as Allina Ambulance own a PSA that includes Lino Lakes. This has occurred in other areas of the <br />state and when there is ambulance PSA overlap the local jurisdiction has the ability to choose <br />between the ambulance providers that own the PSAs covering their community. I have attached <br />two maps (Anoka County – Allina #0057 and Anoka County – Forest Lake #0084) obtained from <br />the EMSRB which shows this overlap. <br /> <br />Dating back to April of 2019, staff has met with both MHealth Fairview and Allina to gain the <br />needed information on their respective ambulance services, medical dispatching capabilities, <br />medical direction, and available EMS training for our staff. <br /> <br />Based on this information, staff is recommending that we move forward with Allina Ambulance <br />service effective June 1, 2020 as primary ambulance provider for the City of Lino Lakes. <br /> <br />• Allina has a long standing operation in Anoka County with many positive comments <br />regarding their ambulance services from other Anoka County jurisdictions currently being <br />serviced by Allina Ambulance. <br />• Allina is currently certified as a secondary medical dispatch center and has invested in an <br />interface with Anoka County Computer Aided Dispatch (CAD) software.
