streamlined the ambulance dispatching process for other Anoka County communities
resulting in faster dispatching of ambulances.
• Allina has a large operation in Anoka County and will be adding one ambulance to
provided services in PSA #0084 once Lino Lakes moves to their service. This will provide
a high level of coverage with a robust number of ambulances to back-up coverage during
times of peak demand for ambulance services in our community.
• Allina has agreed to house an ambulance crew out of Lino Lakes Fire Station #1.
• Allina will provide medical direction and training to all police and fire staff. The
agreement for these services is attached for your review.

Attached to this staff report is a letter dated May 7, 2020 from Allina Vice President, Operations
Susan Long regarding the activities and commitments of Allina related to providing ambulance
services to the Lino Lakes community.

Allina Ambulance will be leasing space for one ambulance and crew at Lino Lakes Fire Station
#1. Allina Ambulance will pay the City of Lino Lakes $700 per month as part of this lease
agreement. This lease is attached for Council consideration.

As required by law, we are required to have an agreement in place to receive medical direction
from a Medical Doctor. Staff has met with staff from Allina to develop an agreement for medical
direction services as well as on-going medical training for all staff. This medical training is
required as part of the First Responder, EMT, and Paramedics re-certification and re-licensure.
This agreement is also attached for Council consideration.

In order for the Anoka County Dispatch Center to begin to dispatching Allina Ambulance for
medical calls for service within the City of Lino Lakes, Council must approve Resolution 20-45
designating Allina Ambulance as the primary service provider and directing Anoka County
Dispatch to dispatch Allina Ambulance. Resolution 20-45 is attached for Council consideration.

RECOMMENDATION

Staff recommends approval of Resolution 20-45 designating Allina Ambulance as the primary
ambulance service for the City of Lino Lakes. Staff further recommends Council approve the
lease agreement and medical direction/medical training agreements with Allina.

ATTACHMENTS

Resolution 20-45
Lease Agreement with Allina Ambulance
Allina Medical Direction & Training Agreement
EMSRB Ambulance PSA #0084 Map
EMSRB Ambulance PSA #0057 Map
Allina letter dated May 7, 2020
