Emergency Medical Services <br /> <br />May 7, 2020 <br /> <br />John Swenson – Public Safety Director <br />Lino Lakes Public Safety Department <br />640 Town Center Parkway <br />Lino Lakes, MN 55014 <br /> <br />Dear Chief Swenson, <br /> <br />On behalf of Allina Health it has been an honor to engage in the detailed EMS dialog and planning with <br />you and your leaders. Allina Health-EMS strives to be a transparent, collaborative, cutting edge EMS <br />organization and we are honored to have the opportunity provide our exceptional ambulance care and <br />services for the residents and visitors of Lino Lakes. <br /> <br />This document reflects the activities and commitments we have discussed to date and are moving to <br />execute. These include: <br /> Providing Advanced level ambulance service to the City of Lino Lakes pursuant to the <br />requirements set in Minnesota Statute 144E. <br /> Leasing Station 1 as a substation for $700 per month (lease is under review by our legal counsel). <br /> EMS physician medical direction and training package from Allina EMS. The proposal has been <br />submitted to the City. <br /> Review of response metrics and demonstrating how the addition of Lina Lakes to our service area <br />impacts response and staffing in our North Metro Region. <br /> Allina EMS will add an additional 12 hours of cover per day in the evenings to supplement our <br />dynamically deployed resources in the north metro region. This as a result of our assessment of <br />current ambulance volumes in the City of Lino Lakes. Hours are adjusted as needed based on <br />current volumes. <br /> Review of response times and pre-hospital needs on a regular basis (monthly or quarterly per the <br />City’s preference). <br /> City to send Council proclamation redirecting ambulance calls to Allina Health EMS to the Anoka <br />County Sheriff’s office. <br /> Service implementation date prior to June 1st 2020, date to be mutually agreed upon. <br /> <br />Allina Health EMS holds a Primary Service Area (PSA) license that encompass the City of Lino Lakes. <br />Therefore no contractual agreement is necessary to make this transition other than the outlined lease and <br />medical direction agreement for City’s public safety department. This is an overlapping PSA with <br />Fairview currently served by North Memorial Medical Transportation and was to begin being served by <br />Fairview M-Health on June 1, 2020. <br /> <br />Where overlaps occur neither the State nor the agencies can mandate which agency shall responds. In these <br />cases it is the municipality and primary PSAP that determines who will provide service in the overlap area. <br />City Council action naming a service to the PSAP is typically how overlaps are resolved. <br />We look forward to our partnership with the City and your public safety leaders!
