The council will consider action at 166 <br />the upcoming council meeting. 167 <br />4. City Administrator Hiring Process – Human Resources Manager Bartholomew 168 <br />reviewed the process proposed to fill the City Administrator position when current 169 <br />Administrator Jeff Karlson retires in August. She reviewed, item by item, the tentative 170 <br />employment agreement. Much of what is included mirrors the current administrator’s 171 <br />contract and the City’s personnel policies. She is looking for direction on compensation. 172 <br /> 173 <br />Mayor Rafferty asked staff to research what other cities are providing in the area of the 174 <br />car allowance. Ms. Bartholomew noted that information she’s seen shows the auto 175 <br />allowance is pretty standard; Mr. Karlson concurred adding that the amount may be low 176 <br />since it hasn’t changed for many years. 177 <br /> 178 <br />Councilmember Stoesz remarked that in the private sector cell phone allowance is unusual 179 <br />because the phones are now so prevalent and use unlimited. Mayor Rafferty suggested 180 <br />that it could be seen as reimbursement for the portion of your phone that you use for 181 <br />business. 182 <br /> 183 <br />Councilmember Stoesz wondered if it’s appropriate to include language on inappropriate 184 <br />activities such as on social media. Ms. Bartholomew suggested that falls under other 185 <br />policy such as the City’s social media policy. 186 <br /> 187 <br />Councilmember Cavegn asked about the compensation steps; Ms. Bartholomew indicated 188 <br />that steps moving forward would be based on performance and council authorization. 189 <br />Councilmember Ruhland asked Mr. Karlson if he has any recommendations. 190 <br />Administrator Karlson said that feedback is very important; expectations are important to 191 <br />understand. Also it’s important for the council to hear the administrator’s opinion. 192 <br /> 193 <br />Councilmember Lyden noted how excited he is that Ms. Cotton will apply for this job; it’s 194 <br />a wonderful opportunity for the City. He is respectful of the Mayor’s role in working the 195 <br />most with the administrator. 196 <br /> 197 <br />Mayor Rafferty said he isn’t comfortable talking about compensation at this point. He 198 <br />would like to have more time to review and to also to hear from Ms. Cotton. 199 <br /> 200 <br />Mayor Rafferty asked for more information on accrued time. It would be beneficial for 201 <br />the council to understand that element also. He feels it’s important to use vacation time 202 <br />in the manner that it’s intended; important for employees to have breaks. He also 203 <br />recommends that councilmembers contact staff individually for questions that may be 204 <br />easier answered in that way. 205 <br /> 206
