CITY COUNCIL WORK SESSION <br />DRAFT <br /> 4 <br />lots average about 12,000 square feet and that is larger than his home. He appreciates 123 <br />Councilmember Lyden’s comments. 124 <br />City Planner Larsen clarified that the cul de sac is temporary. City Planner Larsen also 125 <br />explained the staging situation. Currently the area is zoned rural, guided for low density 126 <br />residential at which time rezoning occurs. Staff reviewed square footages for R-1 versus 127 <br />R-1x zoning. 128 <br />Mayor Rafferty echoed concerns about the lack of park development. Councilmember 129 <br />Cavegn suggested that there are four or five outlots but it was pointed out that they are 130 <br />not of any scale and are in fact mainly ponds or trails. 131 <br /> 132 <br />Mayor Rafferty asked that staff continue to meet with the Broussard-Vickers and attempt 133 <br />to address their concerns. 134 <br />Councilmember Ruhland suggested that the council may want to check out the 135 <br />NorthPointe system that is similar to what is proposed. Ms. Hankee offered to provide 136 <br />more information, including the local of a dissipater that is in place. 137 <br />3. Lyngblomsten PUD Amendment #1 – City Planner Larsen reviewed a 138 <br />Powerpoint presentation including infor mation on the following: 139 <br />- History of the Lyngblomsten project and the master planning for the area; 140 <br />- In 2019 the council approved the PUD for the phased Lyngblomsten proposal; 141 <br />- Elements included in the developments (cottage homes, senior campus, club house, 142 <br />restaurant and commercial development); 143 <br />- Buffer provided for adjacent residential properties; 144 <br />- Architectural element overview; 145 <br />- As final plans came together, developer sees the need for additional stormwater 146 <br />ponding; looking at the elimination of the clubhouse and associated parking lot; 147 <br />- The clubhouse was planned for use by residents and others and Lyngblomsten is 148 <br />proposing to add 8,000 square feet to the common area in the senior living facility; 149 <br />- Planning & Zoning Board review and comments heard on landscaping, an element 150 <br />that staff will continue to work on in final planning; board recommended approval of 151 <br />the clubho use change; 152 <br />- Actions requested of council (amending plans to remove clubhouse and enlarge 153 <br />stormwater). 154 <br />Councilmember Lyden received clarification that there is some underground parking. 155 <br />Also he is interested in seeing a “welcome to Lino Lakes sign” in the area and Ms. Larsen 156 <br />said there is a monument sign included in the development plans. 157 <br /> 158 <br />Councilmember St oesz asked about the trail in the area that stubs to nothing; who will 159 <br />maintain that trail. Director Grochala said maintenance falls to the City. Councilmember 160 <br />Stoesz also received an explanation of what roads will be private and which will be public 161 <br />and how they will be signed.
