CITY COUNCIL WORK SESSION <br />DRAFT <br /> 10 <br />Councilmember Cavegn asked if the streets presented are the total of streets in the 378 <br />problem category. Mr. Grochala noted on a city map that there are about 14 miles of 379 <br />streets in poor condition and explained streets that will be receiving overlays and those 380 <br />recommended for reconstruction. The program is basically just over 2 miles each year. 381 <br />The council concurred that staff should move forward with preparing plans. 382 <br />11. Portable Rest Rooms – Councilmember Stoesz explained that he’s been in the 383 <br />community and has seen many bathrooms closed that were once available to the public. 384 <br />Public Services Director DeGardner recalled that the City’s contract for portable 385 <br />restrooms was cancelled due to the cancellation of the summer recreation programs that 386 <br />they served. There was also consideration in view of the current virus situation and the 387 <br />need to minimize shared surfaces as would exist in portable rest rooms. 388 <br /> 389 <br />Mayor Rafferty said he appreciates the thoughts behind eliminating the restrooms but 390 <br />wonders what all the people who are walking about are using instead of the portables? 391 <br />Councilmember Ruhland asked if portable restroom providers have any best practices 392 <br />these days and Mr. DeGardner remarked that hand sanitizing stations are available for the 393 <br />inside of the units but there could be an issue getting the sanitizer fluid. Mr. DeGardner 394 <br />noted that some areas are still using the portable units with a disclaimer and he also added 395 <br />that the location of these portables are the community parks, which are closed, and not the 396 <br />trail system which has seen an increase in use. Public Safety Director Swenson added that 397 <br />if portables are to be put out, the city is really obligated to provide what’s needed to keep 398 <br />them safe, i.e. wipes, sanitizers, etc. Chief Swenson also noted his concern about the 399 <br />message sent , during a stay at home order, that portable bathrooms are being made 400 <br />available. 401 <br />A majo rity of council members concurred that portable restrooms are not a good idea at 402 <br />this time. 403 <br />12. Council Updates on Boards/Commissions – Mayor Rafferty briefly recalled a 404 <br />recent VLAMO meeting and the addition of their new top notch director. 405 <br />Councilmember Cavegn noted his first Joint Law Enforcement group meeting and that he 406 <br />will be getting some background to assist him as he moves forward with that group. 407 <br />13. Review Regular Agenda 408 <br />The agenda was briefly reviewed.
