P a g e | 2 <br />Keystone Compensation Group LLC <br />OBJECTIVES OF THIS STUDY <br />Keystone Compensation Group LLC conducted this compensation program review at the request of the City <br />leadership. The objectives of this study are: <br />1. Review and update all City job descriptions. This includes receiving input from employees and their <br />managers and confirming job responsibilities. This step was completed internally with assistance <br />from the consultant. <br />2. Evaluate City jobs and confirm internal equity. A new point factor job evaluation system was <br />implemented. <br />3. Define the market for talent (City peer group) and prepare a competitive market analysis for City’s <br />compensation program. <br />4. Develop a new salary range matrix that supports internal equity and competitive position with the <br />market. <br />5. Evaluate the budget impact for implementing the new salary ranges. <br />6. Indirect objectives: <br />a. Attract and retain qualified employees. <br />b. Compliance of compensation program with the State Local Government Pay Equity Act. <br />
