Each of the crossings would be a “two-stage” crossing with pedestrians <br />only crossing one lane (one direction) approximately 20ft to 22ft at a time with a 13ft to 18ft <br />refuge island. <br /> <br />Figure 1, CSAH 34 (Birch Street) at School Entrance / Tomahawk Trail and Figure 2, CSAH <br />34 (Birch Street) at West Shadow Lake Road, in Appendix A show the design dimensions and <br />proposed signing for each roundabout. <br /> <br />Proposed Crossing Locations Data Review <br /> <br />Traffic turning movement and pedestrian counts at the intersections of CSAH 34 (Birch Street) at <br />Tomahawk Trail, West School Entrance, East School Entrance and West Shadow Lake Drive <br />were collected in June 2019 by Anoka County. <br /> <br />Based on the traffic count data collected and a field review of the corridor, the roadway <br />characteristics including speed, traffic volumes and pedestrian volumes on CSAH 34 (Birch <br />Street) at each of the proposed crossing location intersections is summarized below. <br /> <br />CSAH 34 (Birch Street): <br /> <br />▪ Speed Limit 50mph <br />▪ School Speed Zone 30mph - Tomahawk Trail to West Shadow Lake Drive <br />▪ Existing (2019) – ADT = 11,975 <br />▪ Projected 2040 – ADT = 14,000 <br />▪ Pedestrians on north side west of school - Daily = 142, Peak Hour = 23 (7-8pm) <br />▪ Pedestrians on north side east of school – Daily = 55, Peak Hour = 10 (7-8pm) <br />▪ Pedestrians on south side west of school - Daily = 55, Peak Hour = 11 (7-8pm) <br />▪ Pedestrians on south side east of school – Daily = 61, Peak Hour = 14 (7-8pm) <br /> <br />School Entrance / Tomahawk Trail: <br /> <br />▪ North leg -Rice Lake School Entrance <br />o Speed Limit 30mph <br />o Existing (2019) – ADT = 880 <br />▪ South leg – Tomahawk Trail <br />o Speed Limit 30mph <br />o Existing (2019) – ADT = 310 <br />• Pedestrians crossing east approach - 0 <br />• Pedestrians crossing west approach – Daily =10, Peak Hour = 4 (7-8pm) <br /> <br />West Shadow Lake Drive: <br /> <br />▪ North leg – West Shadow Lake Road <br />o Speed Limit 35mph <br />o Existing (2019) – ADT = 380 <br />▪ South leg – West Shadow Lake Road <br />o Speed Limit 30mph <br />o Existing (2019) – ADT = 1120 <br />• Pedestrians crossing east approach – Daily = 2, Peak Hour = 1 (7-8pm) <br />• Pedestrians crossing west approach - 0 <br /> <br /> <br /> <br /> <br />
