Jane Rose, Anoka County <br />CSAH 34 (Birch St) Pedestrian Crossing Review and Analysis <br />May 18, 2020 <br />Page 5 <br /> <br />Based on review of the proposed roundabout design the stopping sight distance is adequate for <br />pedestrians crossing at each of the proposed crossing locations. Figure 3 in Appendix A shows <br />the sight distance for each approach for the School Entrance/Tomahawk Trial intersection , and, <br />Figure 4 in Appendix A shows the sight distance for each approach for the West Shadow Lake <br />Drive intersection. <br /> <br /> <br />Level of Service Analysis (Delay and Gap Acceptance): <br /> <br />The Highway Capacity Manual (HCM) procedures were used for determining the pedestrian <br />crossing Level of Service (LOS) and delay. LOS is generally deemed acceptable between LOS A <br />and LOS D and unacceptable at LOS E or LOS F. <br /> <br />Each crossing assumes a two-stage crossing with an ADA Compliant (min 4ft x 4ft) refuge <br />landing. The analysis was conducted with and without standard pedestrian crossing signing and <br />markings. Based on these conditions Table 1 below summarizes the level of service and delay at <br />each crossing. For each of the proposed crossing <br />locations the following was assumed: <br /> <br />• Two-lane roadway <br />• ADT between 11,975 (existing) and 14,000 (2040) <br />• Speed Limit of less than 30mph at the roundabouts. <br /> <br />Based on this review it can be concluded that possible increases in pedestrian crashes could <br />occur if crosswalks are added without other pedestrian facility enhancements. Therefore, it is <br />recommended that if marked crosswalks are provided at any of the locations, other pedestrian <br />crossing improvements should be considered. <br /> <br /> <br /> <br /> <br />
