However, the City could <br />request the installation, and if approved by the County, they would be financially responsible for <br />the improvement. <br /> <br />It should be noted that if the City choses to install an improvement other than what is <br />recommended, the liability of setting a precedence with implementing the improvement should be <br />considered. <br /> <br /> <br />Conclusions / Recommendations <br /> <br />Based on the review and analysis of each of the proposed crossing locations documented in this <br />memorandum, WSB has concluded the following: <br /> <br />• The Anoka County Highway Department, in cooperation with the City of Lino Lakes, is in <br />the process of developing preliminary plans for the reconstruction of County State Aid <br />Highway (CSAH) 34 (Birch Street) from Hokah Drive to east of West Shadow Lake Road . <br /> <br />• There are four (4) proposed at grade crossing of CSAH 34 (Birch Street) and one existing <br />grade separated crossing. The at grade crossings would be located on each approach at <br />the School Entrance/Tomahawk Trail roundabout and the West Shadow Lake Drive <br />roundabout. The existing grade separated crossings will remain in place and is located <br />approximately 450ft west of West Shadow Lake Drive and east of Rice Lake Elementary <br />School. <br /> <br />• The design of each roundabout has been completed based on MnDOT and Anoka <br />County standards and guidelines. Each of the crossings would be a “two-stage” crossing <br />with pedestrians only crossing one lane (one direction) approximately 20ft to 22ft at a <br />time with a 13ft to 18ft refuge island. The construction of the roundabouts by them self, <br />improves the safety for pedestrians crossing CSAH 34 (Birch Street). <br /> <br />• Traffic turning movement and pedestrian counts at the intersections of CSAH 34 (Birch <br />Street) at Tomahawk Trail, West School Entrance, East School Entrance and West <br />Shadow Lake Drive were collected in June 2019 by Anoka County.
