Jane Rose, Anoka County <br />CSAH 34 (Birch St) Pedestrian Crossing Review and Analysis <br />May 18, 2020 <br />Page 8 <br /> <br />• The pedestrian crossing analysis concluded the following: <br /> <br />o Marked Crosswalk Installation flowchart review indicated that for the crossings at <br />School Entrance / Tomahawk Trail, a marked crossing should be installed, and <br />additional treatments considered, and; for the crossings at West Shadow Lake <br />Drive, a marked crossing is not recommended however, additional treatments <br />could be considered. <br /> <br />o Based on review of the proposed roundabout design the stopping sight distance <br />is adequate for pedestrians crossing at each of the proposed crossing locations. <br /> <br />o The LOS and Delay of the proposed crossings with or without pavement <br />markings and signing indicates that all crossings would operate at LOS C with <br />delays ranging from 13.8 sec/ped to 15.8 sec/ped. <br /> <br />o Based on the pedestrian safety review there would be a possible increase in <br />pedestrian crashes if crosswalks are added without other pedestrian facility <br />enhancements. If marked crosswalks are provided at any of the locations, other <br />pedestrian crossing improvements should be considered. <br /> <br />o Based on review of the school walking areas and the location of the existing <br />pedestrian underpass located west of West Shadow Lake Drive, the school <br />crossing should be provided at the School Entrance/Tomahawk Trail intersection <br />and not at West Shadow Lake Drive. Additional crosswalk treatments should be <br />considered to help make the crossing use more noticeable to motorists on CSAH <br />34 (Birch Street). <br /> <br />o Based on the guidance, additional crossing treatments are not recommended . <br />However, since the crossings at the School Entrance / Tomahawk Trail is a <br />school crossing, additional treatments could be considered, including signing with <br />LED’s or RRFB’s <br /> <br />o The level of service and delay analysis assuming the installation of the signing <br />with LED’s or RRFB’s, indicates that the LOS would improve to a LOS B with <br />delay’s ranging from 6.3 sec/ped to 10.1 sec/ped. <br /> <br /> <br />Based on these conclusions the following is recommended. <br /> <br />1. Provide the primary marked crosswalk at the intersection of CSAH 34 (Birch Street) at <br />the School Entrance / Tomahawk Trail. <br /> <br />2. Install standard roundabout crosswalk signing on CSAH 34 (Birch Street) for both <br />approaches to the School Entrance / Tomahawk Trail intersection. <br /> <br />3. Install guide signing directing pedestrian traffic at West Shadow Lake Drive to the in <br />place pedestrian underpass. <br /> <br />4. Work with Rice Lake Elementary School to insure that crossing guards from the school <br />can be used at the crossings. <br /> <br />5. Monitor the crossings at CSAH 34 (Birch Street) and the School Entrance / Tomahawk <br />Trail to identify if there is a need for additional crossing enhancement in the future. <br /> <br />If you have any question or comments, please feel free to contact Chuck Rickart (612.360.1283)
