2 <br /> <br />• Street Vacation <br />This staff report is based on the followings plan sets: <br /> <br />• Civil Plan Set prepared by Barr Engineering Co. dated May 11, 2020 <br />• Architectural Plan Set prepared by Architecture Advantage dated May 11, 2020 <br />• Boundary Survey prepared by Sunde Land Surveying dated April 17, 2019 <br />• Stormwater Management Plan prepared by Barr Engineering Co. dated May 2020 <br />• Wetland Delineation Report prepared by Barr Engineering Co. dated August 2019 <br />• Street Vacation Exhibit prepared by Sunde Land Surveying dated May 7, 2020 <br />ANALYSIS <br /> <br />Background <br /> <br />Per the applicant’s narrative, Laborer’s Training Center (LTC) offers construction industry <br />vocation training at their Lino Lakes facility located at 2350 Main Street. LTC has been at this <br />location since 1993 and has outgrown their current working/training bays, classrooms and <br />storage space. A second stand-alone training facility is proposed with related driveways, <br />parking lots and stormwater management ponds creating a campus to serve all trainees and <br />union members. The building is proposed to be constructed in 2 phases. <br /> <br />Existing Site Conditions <br /> <br />The existing site is approximately 18 acres; however, the southern half of the site is generally <br />composed of wetlands and wooded open space that will not be impacted by development. A <br />grassy “nature” trail also exists on the southern half of the site. The current training facility is <br />approximately 40, 000 sf and has an outdoor training area to the east. A few small ponds exist <br />on site. The site is relatively flat. The elevation at the north end is 920 EL and gradually <br />slopes south to the lowest elevation in the southeast corner at 906 EL. <br /> <br />A 66 foot wide pipeline easement bisects the northeast corner of the site. A portion of 24th <br />Avenue/Elmcrest Avenue road right-of-way exists along the east boundary line. A portion of <br />this is proposed to be vacated. The vacation application will be reviewed separately. <br /> <br />Per the Stormwater Management Plan and Geotechnical Exploration Report, soils are sandy <br />lean clay, classified as B/D or C/D. Groundwater was not encountered while drilling soil <br />borings to depths of 7 feet. <br /> <br />Zoning and Land Use <br /> <br />The property is zoned LI, Light Industrial and allows for two (2) or more buildings on the same <br />lot with a conditional use permit. <br />
