10 <br /> <br />Anoka County Highway Department <br /> <br />Staff distributed materials to Anoka County Highway Department, but has not received any <br />comments yet. We do not anticipate any issues since this is an existing access onto an arterial <br />connector road. <br /> <br />Public Safety Comments <br /> <br />The Fire Division reviewed the proposed campus, parking lot and driveway expansion. They <br />commented that the east driveway needs to be able to support fire trucks and emergency <br />vehicles. <br /> <br />The Police Division reviewed the plans and had no issues that needed to be addressed. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the project on May 27, 2020 and recommended approval <br />with conditions. Those conditions are summarized in the Environmental Memo dated May 29, <br />2020. <br /> <br />Storm Water Maintenance Agreement <br /> <br />The stormwater maintenance for public facilities will be covered under the City’s <br />Programmatic Stormwater Management Agreement. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on June 10, 2020. There were no public <br />comments. The Board recommended approval with a 7-0 vote with conditions detailed in <br />Resolution No. 20-68. <br /> <br />Findings of Fact <br /> <br />Council Resolution No. 20-68 details the Conditional Use Permit Findings of Fact. <br /> <br />RECOMMENDATION <br /> <br />Staff and Boards recommend approval of the conditional use permit for Laborer’s Training <br />Center. <br /> <br />ATTACHMENTS <br /> <br />1.
