<br />WS – Item #7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br /> <br />Date: July 6, 2020 <br /> <br />To: City Council <br /> <br />From: Karissa Bartholomew, Human Resource Manager <br /> <br />Re: Public Purpose Expenditures Policy <br /> <br /> <br />Background <br /> <br />The City’s current Public Purpose Expenditures Policy outlines the ability for staff to spend <br />money on employee appreciation, plaques for outgoing councilmembers, and cards and <br />flowers for the loss of loved ones. Staff would like to review and discuss proposed revisions <br />to the Public Purpose Expenditures Policy. <br /> <br />Meals and Refreshments <br />Staff would like to add in meals and refreshments into public purpose expenditures. There <br />are times when the City is hosting events and ceremonies for employees and members of <br />the Council where a meal or refreshments may be appropriate. For transparency purposes, <br />staff would like to outline instances in which staff could spend dollars on meals and <br />refreshments. <br /> <br />Employee Recognition/ Appreciation <br />The City’s employee appreciation program currently consists of a barbeque and gift cards <br />or pins for staff celebrating years of service in increments of five years. Staff is requesting <br />a change to how funds are handled for employee appreciation years of service. Instead of <br />receiving a gift certificate for years of service, staff is proposing gift certificates be <br />provided to employees for excellent service provided to the City. <br /> <br />Employee Wellness <br />Staff currently does not have employee wellness outlined in the policy, but would like to <br />highlight possible expenditures for employee wellness for transparency. <br /> <br />Attachments <br /> <br />Public Purpose Expenditures Policy - Redline <br /> <br />Requested Council Direction <br /> <br />Staff is seeking Council direction on the aforementioned changes.
