Councilmember Lyden seconded the motion. Motion carried on a voice vote. 59 <br />PUBLIC SAFETY DEPARTMENT REPORT 60 <br />No Report 61 <br />PUBLIC SERVICES DEPARTMENT REPORT 62 <br />No Report 63 <br />COMMUNITY DEVELOPMENT REPORT 64 <br />6A) Public Hearing; Consider Resolution No. 20-67, Approving the 2020-2024 Five Year 65 <br />Street Reconstruction Plan – Community Development Director Grochala reviewed a PowerPoint 66 <br />presentation that included information on: 67 <br />- Three components of the Street Reconstruction Plan (prevent, preserve, reconstruct); 68 <br />- The reconstruction project is done every three years; it is expensive; 69 <br />- Criteria for project selection (condition, budget, traffic, street department input, proximity) 70 <br />- Street condition rating system (map shown); 71 <br />- Street reconstruction included in 2021 plan, as well as 2024 tentative plans; 72 <br />- Process to proceed with a street reconstruction project (public hearing, vote, petition period, if 73 <br />necessary set special election and approve ballot language. 74 <br />Councilmember Stoesz asked if any communities have successfully utilized concrete. City Engineer 75 <br />Hankee said it’s typically not cost effective especially in consideration of city utilities below the street. 76 <br />Mayor Rafferty opened the public hearing at 6:43 p.m. 77 <br />There being no one present wishing to speak, the public hearing was closed. 78
