Before the 18 <br />meeting was closed, Mayor Rafferty read a statement on the purpose of the meeting. The 19 <br />meeting was closed as a session of the city council pursuant to the Open Meeting Law for 20 <br />the purpose of discussing the matter of Diehl v.
