4 <br /> <br />The remainder of this is staff report is an update to the June 10, 2020 Planning & Zoning Board <br />report and incorporates applicable revisions. <br /> <br />BACKGROUND <br /> <br />This staff report provides a comparison of the approved PUD Development Stage <br />Plan/Preliminary Plat and the PUD Final Plan/Final Plat. Changes in the plans are either <br />narratively described or shown as strikethrough (deletions) or underline (additions). Overall, <br />the PUD Final Plan/Final Plat is consistent with the PUD Development Stage Plan/Preliminary <br />Plat. <br /> <br />General Site Plan Overview <br /> <br />Lyngblomsten is proposing a 3 4 phased approach to redevelopment of 6 7 parcels totaling 20 <br />acres located in the northwest quadrant of CSAH49 (Hodgson Road) and CR J (Ash Street). <br /> <br />• Phase 1 is the senior living community consisting of the following housing options: <br /> <br /> <br />Development <br />Stage Plan <br />(April 2019) <br />Final Plan <br />(May 2020) Difference <br />Use # Units # Units # Units <br />Cottage Homes 20 20 0 <br />Senior Living Campus <br />• Independent Living 100 96 -4 <br />• Assisted-Living 50 35 -15 <br />• Skilled Care 48 56 +8 <br />• Memory Care 0 16 +16 <br />TOTAL 218 223 +5 <br /> <br />The market rate cottage homes are 1,400 sf 1,480 sf single level homes with 2 bedrooms and an <br />attached 21’ x 21’ 20’ 10” x 20’ 10” garage. The houses include a 6 ft deep porch across the <br />front of the house and a 10’ x 10’ patio in the rear. <br /> <br />The senior living community independent and assisted-living units are market-rate and mid- <br />range in price with a variety of 1- and 2-bedroom units and heated underground parking. <br />Through final design, the number of units shifted between uses. Memory care units are now <br />incorporated into the Assisted Living wing. The Skilled Nursing Facility is now referred to as <br />Skilled Care and will be constructed in a future phase of development. <br /> <br />As approved by Resolution No. 20-44, the clubhouse and associated parking lot have been <br />omitted from the original plans in order to provide additional stormwater management. The <br />amenities proposed with the clubhouse have now been incorporated into the Town Center of <br />the main senior living building. The size of the first floor Town Center has increased from <br />10,200 13,227 sf to 18,185 18,160 sf to accommodate the amenities. <br /> <br />• Phase 2 is a stand-alone 6,000 sf restaurant with outdoor patio <br />• Phase 3 is future commercial development
