3 <br /> <br />The preliminary plat is consistent with the comprehensive plan for commercial development <br />and zoning code requirements for GB, General Business as detailed below. <br /> <br />Blocks and Lots <br /> <br />The proposed preliminary plat contains Lot 1, Block 1 and Outlots A-F, Otter Crossing. The outlot will then <br />be preliminary and final platted. This will be similar to the development of Main Street <br />Shoppes to the east of Otter Lake Road. <br /> <br />The preliminary plat shall show the delineated wetland and acreage. <br /> <br />Streets and Alleys <br /> <br />A private road from Otter Lake Road extends west across the north boundary of Lot 1, Block 1. <br />The private road is proposed within Outlot D. Outlot D shall be incorporated into Outlot A and <br />a private road easement agreement or Operating, Easements and Maintenance Agreement <br />(OEM) recorded over it. This will avoid any issues with future ownership and maintenance <br />responsibilities of the private road. The developer is proposing to record an OEM after <br />ownership of the outlots is transferred; however, staff has concerns regarding future ownership <br />of the outlot. <br /> <br />No public street improvements are required except for a southbound right turn lane from Otter <br />Lake Road onto CSAH 14 (Main Street). <br /> <br />The private road is proposed at 28ft wide back to back. To be consistent with Main Street <br />Shoppes, it shall be revised to 30ft. <br />
