6 <br /> <br />be noted that any future proposed structures such as accessory structures shall meet the <br />floodplain ordinance requirements. <br /> <br />Shoreland Management Overlay <br /> <br />The general purpose and intent of the Shoreland Management Overlay ordinance is to protect <br />public waters. Per the ordinance Policy statement, the uncontrolled use of shorelands of the <br />city affects the public health, safety and general welfare not only by contributing to pollution of <br />public waters, but also by impairing the local tax base. Therefore, it is in the best interests of <br />the public health, safety and welfare to provide for the wise subdivision, use and development <br />of shorelands of public waters. <br /> <br />As discussed, the site is located in a Shoreland Management Overlay district of Reshanau Lake. <br />This lake is a classified as a Recreational Development Lake and has an 883.5 OHWL <br />elevation. The required OHWL setback for both Lot 1 and Lot 2 is 75 feet for sewered lots. <br />The proposed setback on Lot 1 is 87.6 feet and is compliant. The current setback from the <br />existing house on Lot 2 is 73.5 feet. The house is considered legal non-conforming. <br /> <br />Per Section 1102.87(1)(c)4, impervious surface coverage on each lot must not exceed 30%. <br />Sheet 2, Preliminary Plat notes impervious surface coverage for Lot 1 = 18.0% and Lot 2 = <br />19.8%. Both meet the allowed 30% impervious surface coverage of the shoreland ordinance. <br /> <br />A native vegetated shoreline buffer is provided as a stormwater management best management <br />practice (BMP) to minimize runoff pollutants from entering the lake. An average 20 foot wide <br />drainage and utility easement is dedicated on the plat along the shoreline to create and protect <br />the buffer. <br /> <br />Impervious Surface Coverage <br /> <br />Per the Site Drainage Narrative prepared by Plow Engineering, Inc. dated September 13, 2019, <br />the overall total site impervious surface coverage is as follows: <br /> <br />Impervious Surface Coverage <br />Total Parcel Size 0.98 acres <br />Existing Impervious 0.16 acres (16%) <br />Proposed Impervious 0.20 acres (21%) <br /> <br />Comprehensive Plan <br /> <br />Stern Addition is consistent with the goals and policies of the comprehensive plan in regards to <br />resource management, land use, housing, transportation and utilities as detailed with approval <br />of the preliminary plat. <br /> <br />Density and Land Area Calculations <br /> <br />The following chart implements Met Council’s formula for calculating net density.
