5 <br /> <br />Open Area Landscaping <br /> <br />The proposed FEMA floodplain mitigation basin is approximately 600 sf. This would require 1 <br />large tree and 3 large shrubs. The remaining 38 trees and existing shrubs on site satisfy the <br />open area landscape requirements. No further landscaping is required. <br /> <br />Boulevard Trees <br /> <br />Boulevard trees are required at the rate of 1 tree per lot frontage for singly family lots. This <br />would require 2 boulevard trees. Both Lot 1 and Lot 2 contain existing trees in the front yard <br />that serve as boulevard trees. No additional boulevard trees are required. <br /> <br />Sod and Ground Cover <br /> <br />All disturbed areas shall have appropriate ground cover in accordance with Section <br />1007.043(17)(h). This includes the existing driveway turn around being removed. <br /> <br />Shoreline Buffer Zone <br /> <br />Reshanau Lake is an impaired, recreational development lake and efforts to protect and <br />improve the natural resource should be implemented with any development. A native <br />vegetated shoreline buffer will be required as a stormwater management best management <br />practice (BMP) to minimize runoff pollutants from entering the lake. The buffer will also help <br />stabilize the shoreline, reduce erosion and support aquatic plants and wildlife. An average 20 <br />foot wide but no less than 10 foot minimum wide native vegetated buffer zone extending from <br />the shoreline shall be installed and maintained on both Lot 1 and Lot 2. As recommended by <br />the Planning & Zoning Board, a 20 foot wide access opening to the lake is allowed. A <br />landscape plan with buffer plantings has been submitted. A maintenance plan shall be <br />submitted. <br /> <br />Wetlands <br /> <br />A Wetland Delineation Report was completed by Jacobson Environmental, PLLC on August 2, <br />2019. A WCA Notice of Decision approving the wetland delineation was issued by RCWD on <br />September 16, 2019. Three (3) basins were delineated. Basin 1 is 0.016 acres and Basin 2 is <br />0.024 acres. Both are located within the rear yard of Lot 1. Basin 3 is 0.008 acres and is <br />adjacent to the Reshanau Lake shoreline on both Lot 1 and Lot 2. No wetland impacts are <br />proposed. Per RCWD, Rule F is not triggered; therefore, no WMC wetland buffers are <br />required. A drainage and utility easement 10 feet above the delineated wetland is provided. <br /> <br />Floodplain <br /> <br />The 2015 DFIRM indicates Zone AE floodplain on both Lot 1 and Lot 2. The FEMA base <br />flood elevation (BFE) is 887. Per Sheet 6, CLOMR-F Exhibit, the applicant is proposing 38 cy <br />of floodplain fill and 39 cy of compensatory storage. The applicant has submitted a CLOMR-F <br />application to the City for review to revise the floodplain map. This application shall be <br />submitted to FEMA for approval.
