COUNCIL MINUTES <br />DRAFT <br />5 <br />Councilmember Lyden moved to approve Resolution No. 20-81 as presented. Councilmember 160 <br />Ruhland seconded the motion. Motion carried on a voice vote 161 <br />Councilmember Stoesz moved to approve Resolution No. 20-82 as presented. Councilmember 162 <br />Ruhland seconded the motion. Motion carried on a voice vote. 163 <br /> 164 <br />When the mayor asked about the schedule for breaking ground, a development representative 165 <br />explained that they expect to be asking for a change in the Letter of Credit situation which they will 166 <br />propose to staff. 167 <br />6B) Consider Resolution No. 20-98 Approving Preliminary Plat for Otter Crossing – City 168 <br />Planner Larsen reviewed a PowerPoint presentation that included information on the following: 169 <br />- Site review (29 acres); 170 <br />- Site Plan; 171 <br />- Exterior elevations of the building; 172 <br />- Floor Plan (six units, drive through noted); 173 <br />- Findings of Fact review; 174 <br />- Public Safety comments; 175 <br />- Planning and Zoning Board approval (6-0 vote); 176 <br />- Requested council action. 177 <br />Mayor Rafferty remarked that it is exciting to see development in this area of the City. 178 <br /> 179 <br />Developer (Time Properties), expressed excitement on the development and noted specifically how 180 <br />they plan to make this a successful development by orientation. They look forward to this exciting 181 <br />development and they agree with staff’s findings. 182 <br />The mayor asked if this is a shovel ready project and Community Development Director Grochala 183 <br />explained the developer will have to come back with a final plat and project plan, probably ready to go 184 <br />for spring construction. 185 <br />Councilmember Cavegn confirmed that the six spots could be adjoined in numbers. 186 <br />Councilmember Ruhland moved to approve Resolution No. 20-98 as presented. Councilmember 187 <br />Stoesz seconded the motion. Motion carried on a voice vote 188 <br />6C) Consider Resolution No. 20-99 Approving a Variance for Roofing Materials for 7831 189 <br />Lake Drive – City Planner Larsen reviewed a PowerPoint presentation including information on the 190 <br />following: 191 <br />- Variance for roof materials; 192 <br />- Site location an aerial map; 193 <br />- Analysis (background and city requirements; aesthetic issue); 194 <br />- Comparison photos; 195 <br />- Planning and Zoning Board approval (4-3 vote) and recommendation to present ordinance 196 <br />amendment; 197 <br />- Requested council action. 198
