9 <br /> <br />Floodplain <br /> <br />The FEMA Floodplain Map indicates Zone A flood plain on the subject property. <br /> <br />Staff Comments: <br /> <br />• A Base Flood Elevation is required to be determined, using detailed methods <br />acceptable by the Federal Emergency Management Agency (FEMA). <br />• A FEMA CLOMR and LOMR are required for this site. <br />• The CLOMR shall be submitted with a PUD Development Stage Plan application. <br /> <br />Shoreland District <br /> <br />The subject property is not located within the Shoreland Management Overlay District. <br /> <br />Anoka County Highway Department Comments <br /> <br />Anoka County Highway Department reviewed the proposal on September 2, 2020. They <br />note an additional 27 feet of right-of-way and turn lanes are required along CSAH 54. <br />Traffic noise along CSAH 54 and I35E should also be assessed. <br /> <br />Public Safety Comments <br /> <br />The Police Division notes that traffic impacts along 20th Avenue be addressed if the <br />project were to move forward. <br /> <br />Environmental Board Comments <br /> <br />The Environmental Board reviewed the PUD Concept Plan on August 26, 2020. General <br />comments included the need for wetland restoration, buffers, stormwater management <br />and noise study. <br /> <br />Planning & Zoning Board Comments <br /> <br />The Planning & Zoning Board reviewed the PUD Concept Plan on September 9, 2020. <br />Overall comments from the Board were not supportive of the project. Comments <br />included: <br /> <br />• Not the intent of NorthPointe to transfer density from Outlot A to other property <br />• Trying to “squeeze” in too much development <br />• Utility staging amendments not supported <br />• ½ cul de sac not supported <br />• 40 ft wide lots too small <br />• Needs public benefit <br />• Needs Cypress Street connection <br /> <br />
