8 <br /> <br />Parks, Greenways and Trail Plan <br /> <br />Per the draft 2040 Parks, Greenways and Trails Plan, this development is within the <br />NorthPointe Park service area. No future land dedication or park development is <br />required. A greenway corridor exists along the wetland and ditch. A proposed trail is <br />shown on the plan extending from the existing trail on Chestnut Street to Birch Street. A <br />proposed on-street bike route is shown along CSAH 54 (20th Avenue). <br /> <br />The City will require cash in lieu of land dedication. Any required trail construction <br />costs will be credited from the total payment in lieu. <br /> <br />Staff Comment: <br /> <br />• Additional trails along the wetland corridor shall be evaluated. <br /> <br />Tree Preservation and Landscaping <br /> <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. <br /> <br />Staff Comment: <br /> <br />• Additional landscaping may be required as a condition of the PUD. <br /> <br />Environmental Review Record <br /> <br />An Environmental Assessment Worksheet (EAW) is not warranted. The threshold <br />computation of unattached units (102) and attached units (50) is less than one. <br />The majority of the site is outside the I-35E AUAR Corridor. Outlot A in NorthPointe is <br />within the AUAR and was evaluated as part of that development. <br /> <br />Wetlands <br /> <br />The PUD concept plan indicates 34.61 acres of wetlands and buffers on site. The buffers <br />are shown as 20 ft wide. Both RCWD and VLAWMO are the local governing units <br />(LGU) for administering the Wetland Conservation Act (WCA). NorthPointe 5th <br />Addition Outlot A is in RCWD. The balance of the site is in VLAWMO. <br /> <br />Staff Comments: <br /> <br />• A wetland delineation report and VLAWMO and RCWD approval shall be <br />required with a PUD Development Stage Plan/Preliminary Plat submittal. <br />• Wetland buffers consistent with RCWD regulations (50 ft wide average, <br />monument signs etc.) may be required as part of the PUD. <br />• Wetland restoration may be required as part of the PUD. <br /> <br /> <br />
