<br />Memorandum <br /> <br />To: Katie Larsen, City Planner, City of Lino Lakes <br />From: Diane Hankee, City Engineer, City of Lino Lakes <br /> <br />Date: September 2, 2020 <br />Re: Burque Concept Plan <br /> <br />WSB has reviewed the Burque Property Concept Plan for a 152 unit PUD prepared by Sambatek and <br />submitted on August 8, 2020. <br /> <br />Engineering <br /> <br />• Erosion Control & Grading <br /> <br />The proposed Burque Property project would require mass site grading, appurtenant erosion control and <br />SWPPP. <br /> <br />• Stormwater Management <br /> <br />The Burque owned area of the site, 58.24 acres, overland flows to onsite private ditches that then flow through <br />a culvert under 20th Ave and eventually outlets to Lake Amelia within VLAWMO. The Emmerich (Outlot A <br />Northpointe 5th Addition) owned parcel, 4.48 areas, drains through the Northpointe Development which outlets <br />through a culvert under I 35E to JD3 within RCWD. There is a culvert under I 35E at the Burque Property that <br />brings water from the east side of I 35E to the site. <br /> <br />The concept plan does not identify proposed surfacewater management. The applicant will be required to meet <br />the City of Lino Lakes and RCWD rules for surfacewater management. We anticipate a reduction in the amount <br />of proposed lots to accommodate drainage. This could lead to a change in the proposed densities. <br /> <br />• Water Supply <br />There is an existing 16-inch diameter trunk watermain within Cypress St that will need to be looped to the <br />existing 16-inch diameter trunk watermain at Birch St. A 12-inch diameter watermain will need to be <br />extended south through the property or along 20th Avenue. It should then loop back to the existing 8-inch <br />diameter watermain within Chestnut St. <br /> <br />• Sanitary Sewer <br />There is existing 8-inch polyvinyl chloride (PVC) sanitary sewer within Cypress St that will need to be <br />extended south to serve the south portion site. The sanitary sewer at Chestnut St is not deep enough to <br />serve the south portion site. <br />We recommend that the City consider project phasing such that the utilities are extended to the south with <br />the first phase. <br /> <br />• Transportation <br /> <br />The Burque property is adjacent to I-35E which is a Principal Arterial, 20th Avenue (CSAH 54) which is A-Minor <br />Arterial Reliever, Birch Street (CSAH 34) is a Major Collector road, Cypress Street and Chestnut Street are local <br />roads. Cypress Street is planned to be connected to Birch Street as outlined in the City’s Comprehensive Plan. <br /> <br />A traffic study will be required for the site. Based on ITE Traffic Generation rates, the proposed development is <br />anticipated to generate a total of 1,148 daily trips, 86 AM peak hour trips and 114 PM peak hour trips.
