<br />WS – Item #3 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br />Date: October 5, 2020 <br /> <br />To: City Council <br /> <br />From: Diane Hankee PE, City Engineer <br /> <br />Re: 2020 Pavement Management and 2021 Street Improvement Projects <br /> <br />Background <br /> <br />The City’s Pavement Management Program evaluates the condition of the roadways and provides <br />recommended maintenance. The Program involves rating of one-fourth of the City roadway system <br />mileage per year, and using pavement management software to project the condition of the <br />remainder of the roadways. The City’s 2020 Overall Condition Index Map is enclosed. <br /> <br /> OCI Rating Miles of Road Percent of System <br /> <br />Adequate 70-100 65 miles 65% <br />Marginal 40-69 20.3 miles 20.3% <br />Problem 0-39 14.6 miles 14.6% <br /> <br />The City’s roadway system Weighted Average OCI is 70.97. The findings reflect that majority of <br />the roadways in the City are in adequate condition. The high rating is partially supported by new <br />development construction in the recent years helping keep the average. <br /> <br />It should be noted that the 2018 Pavement Management Report identified the need to focus on the <br />Marginal roadways so that they wouldn’t fall into the more expensive Problem category. The City’s <br />Plan recommended the need to increase funding to 10% per year from the standard 5% to address <br />the marginal roadway needs. The 2021 budget includes a 7.5% increase. <br /> <br />This information along with traffic volumes, maintenance data, and geotechnical information is <br />used for the City’s Roadway Capital Improvement Planning (CIP). In addition, based on these <br />ratings, staff is recommending a change to our specifications and maintenance strategies. We have <br />increased our pavement thickness on new construction and are eliminating seal coating as an interim <br />improvement. The higher upfront cost to developers will be offset by eliminating the seal coating <br />fee. Additional detail is included in the attached Memorandum from Lee Gustafson of WSB and <br />Associates. <br /> <br />The City plans to complete two projects in 2021, a Street Reconstruction Project funded primarily <br />with Street Reconstruction Bonds, and the City’s annual Street Rehabilitation Project using <br />Pavement Management Funds. Water system maintenance will also be addressed where municipal <br />utilities exist. The proposed projects for 2021 are as follows: <br />
