CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br /> <br />MEETING DATE: December 14, 2020 <br /> <br />TOPIC: Authorize Entering into a Joint Power Agreement with Metro- <br />INET for IT Services <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes has been a member of the Metro-INET consortium since December <br />2004. The consortium has grown considerably over that time and now services 44 agencies. <br />Metro-INET’s entire operation is currently under the control of the City of Roseville. <br /> <br />On April 6, 2020, staff provided an update to the City Council regarding the efforts taking <br />place to transform Metro-INET from a City of Roseville operation to a joint powers model. <br />Staff reviewed many of the challenges the current operating structure creates for the City of <br />Roseville and the entire consortium. Staff presented options for the Council to consider <br />including hiring IT staff and joining another consortium like LOGIS to provide software and <br />support, becoming independent and completely outsourcing IT services, or joining other Metro- <br />INET agencies in establishing a joint power agreement. The Council agreed unanimously that <br />remaining in the Metro-INET user group under a new joint powers agreement offered the City <br />the best value for IT services. <br /> <br />A working group consisting of six member agencies and Metro-INET staff have been working <br />with Attorney, Jim Strommen of Kennedy and Graven to draft a joint powers agreement to be <br />ratified by each member agency. The draft JPA was submitted to the League of Minnesota <br />City’s and LMCIT’s legal counsel for review and approval. City Attorney, Jay Squires has also <br />reviewed the draft JPA. <br /> <br />It is expected that approvals by each member agency will be completed over the next couple of <br />months. Once this process is complete, Metro-INET will constitute itself and begin the process <br />of transitioning from a City of Roseville operation to a joint powers authority. It is expected <br />that it will take most, if not all of 2021 to fully transition Metro-INET. Additional information <br />regarding the transition plan, as well as a detailed summary of the JPA are attached. <br /> <br />Key Points of the Joint Powers Agreement <br /> <br />• The JPA is planned to be effective January 1, 2021. <br />• The initial members of the JPA will be the current members of Metro-INET. <br />• Metro-INET will be governed by a Board of Directors – Each member will have a <br />Director and an Alternate designated. The Board will meet at least four times annually <br />(quarterly).
