9 <br /> <br />The site is located in Planning District 2 and is guided for low density residential development. <br />There are no specific planning recommendations for this site. The site is located within Rice <br />Lake Resource Management Unit (RMU). <br /> <br />Environmental Board Comments <br /> <br />The Environmental Board reviewed the proposed preliminary plat on October 28, 2020. They <br />recommended approval of the project with conditions listed in the attached October 28, 2020 <br />Memo from the Environmental Coordinator. <br /> <br />Public Safety Department <br /> <br />The Police Division and Fire Division reviewed the plans and have no additional comments or <br />concerns. <br /> <br />Final Plat <br /> <br />A land use application for final plat and Development Agreement shall be required. <br /> <br />Planning & Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on November 10, 2020. Two <br />neighborhood residents spoke. Karrie Galetka, 7144 Second Avenue, had concerns regarding <br />additional traffic and pedestrians crossing at Elm Street. Shannon Shaughnessy, 210 Elm <br />Street, had concerns regarding the size of the new lot. Staff noted both Second Avenue and <br />Elm Street are collector roads capable of handling one additional single family home. Lot 2 <br />meets the minimum lot size requirements and is larger than the adjacent lot located at 7158 <br />Second Avenue. <br /> <br />The Board recommended approval with a 5 -0 vote with the addition that the driveway to the <br />third stall garage on 202 Elm Street be hard surfaced in accordance with City Code. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for the preliminary plat are detailed in Resolution No. 20-145. <br /> <br />RECOMMENDATION <br /> <br />The Planning and Zoning Board and staff recommend approval of the preliminary plat for Bald <br />Eagle Addition with conditions listed in the resolution. <br /> <br />ATTACHMENTS <br /> <br />1.
