2 <br /> <br />• November 12, 2019: <br />o Resolution No. 19-144 approving lot area variance <br />o Resolution No. 19-145 approving street setback variance <br />o Resolution No. 19-146 approving preliminary plat <br /> <br />ANALYSIS <br /> <br />This staff report provides a comparison of the approved preliminary plat and the proposed final <br />plat. Changes in the plans are either narratively described or shown as strikethrough. Overall, <br />the final plat is consistent with the preliminary plat. <br /> <br />History <br /> <br />The subject site was originally platted in 1982 as Lot 1, Block 1 Reshanau Shores. The <br />residential subdivision was not served by municipal water or sanitary sewer. In June of 2017, <br />the City Council approved the 2017-2021 Street Reconstruction plan which included <br />authorization to reconstruct West Shadow Lake Drive, Sandpiper, and Shadow Court. With <br />approval of the street project, City staff began working with property owners to consider <br />extension of municipal sanitary sewer and water services as part of the project. The extension <br />of sanitary sewer service was pursued to eliminate use of 61 existing individual sewage <br />treatment systems, most of which are non-conforming systems. To aid in this project, the City <br />was successful in receiving a water quality grant from the Rice Creek Watershed District. <br /> <br />In 2018, the City commenced the West Shadow Lake Drive Street and Utility Improvement <br />Project to reconstruct the street and install municipal water main and sanitary sewer. With the <br />extension of public utilities, larger lots may be able to subdivide. In anticipation of such <br />subdivision requests, in 2018, the City also rezoned several parcels, including the subject <br />parcel, from R, Rural to R-1X, Single Family Executive Residential. <br /> <br />Existing Site Conditions <br /> <br />The residential lot contains the existing house and garage that were built in 1984, trees, grass, a <br />shed, septic system, well, fire pit and wetland. The fire pit will be removed. The Certificate of <br />Survey indicates Zimmerman Fine Sand and Lake Beaches soil. Groundwater was encountered <br />at approximately 5 feet (EL 884.0). The parcel abuts Reshanau Lake and is subject to the <br />requirements of the Shoreland Overlay Management District as detailed later in this staff <br />report. <br /> <br />Zoning <br /> <br />The subject site was rezoned from R, Rural to R-1X, Single Family Exe cutive in 2018 with <br />Ordinance No. 19-18 in conjunction with the West Shadow Lake Drive Street and Utility <br />Improvement Project. <br /> <br />Current Zoning R-1X, Single Family Executive <br />Current Land Use Single Family Residential <br />Future Land Use per CP Low Density Sew ered Residential
