1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br /> <br />MEETING DATE: December 14, 2020 <br /> <br />TOPIC: Consider 1st Reading of Ordinance No. 06-20 Zoning Ordinance <br />Text Amendment Regarding Metal Roofs on Single Family <br />Dwellings <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br />INTRODUCTION <br /> <br />Staff is presenting a Zoning Ordinance Text Amendment regarding metal roofs on single <br />family dwellings for Council consideration . <br /> <br />BACKGROUND <br /> <br />At the September 9, 2020 Planning & Zoning Board meeting, the Board directed staff to draft a <br />zoning ordinance text amendment regarding metal roofs. <br /> <br />At the October 14, 2020 Planning & Zoning Board meeting, the Board held a public hearing. <br />There were no public comments. The Board recommended on a 4-3 vote to amend the zoning <br />ordinance to allow for metal roofs on single family homes with either hidden fasteners (i.e. <br />standing seam) or exposed fasteners as follows: <br /> <br />§ 1007.043 GENERAL BUILDING AND USE PROVISIONS. <br /> <br />(2) Building Type and Construction. <br /> <br />(a) Single Family Dwellings. All single family detached dwellings in the R, R-X, <br />R-1, R-1X, R-EC, and R-2 Districts shall meet the following design criteria: <br /> <br />3. Single family dwellings shall have at least a four/twelve (4/12) roof pitch and <br />shall be covered with shingles, or tiles, or a standing seam metal roof hidden <br />fastener (i.e. standing seam) metal roof, or exposed fastener metal roof provided <br />the exposed fasteners are the same color as the metal roofing material. Exposed <br />galvanized metal finishes are not allowed. All metal panel roofing shall be <br />installed per the most current edition of the MN State Residential Building <br />Code. <br /> <br />At the November 2, 2020 Work Session, staff presented the Planning & Zoning Board’s <br />recommendation. Discussion included: <br /> <br />• How visible is the house from the road and could we impose setbacks?
