COUNCIL MINUTES <br />DRAFT <br />2 <br />E) Consider Approval of Resolution No. 20-143, Approving 43 <br />Stipulation Agreement and Easement Agreement, 44 <br />Leible Property, NE Lino Drainage Improvement Proj Approved 45 <br />F) Consider Approval of Resolution No. 20-144, Amending 46 <br />Resolution No. 20-129 and Resolution No. 20-130 as 47 <br />related to 426 Pine Street Approved 48 <br />FINANCE DEPARTMENT REPORT 49 <br />2A) 2021 Fee Schedule: i) Consider Approval of Second Reading and Adoption of 50 <br />Ordinance No. 07-20, Establishing the 2021 City Fee Schedule; ii) Consider Approval of 51 <br />Resolution No. 20-135, Approving Summary Publication of Ordinance – Finance Director Lynch 52 <br />reviewed her written report recommending the second reading and adoption of the City’s fee schedule 53 <br />ordinance to be effective in 2021. She noted that all changes are noted in red. 54 <br />Councilmember Stoesz moved to waive the full reading of Ordinance No. 07-20 as presented. 55 <br />Councilmember Ruhland seconded the motion. Motion carried: Yeas, 5; Nays none. 56 <br />Councilmember Cavegn moved to approve the 2nd Reading and Adoption of Ordinance No. 07-20 as 57 <br />presented. Motion carried: Yeas, 5; Nays none. 60 <br />ADMINISTRATION DEPARTMENT REPORT 61 <br />There was no report from the Administration Department. 62 <br />PUBLIC SAFETY DEPARTMENT REPORT 63 <br />4A) Consider Approval of 2nd Reading of Ordinance No. 08-20, Enacting Ordinance 64 <br />Regulating Targeted Picketing in Residential Neighborhood – Public Safety Director Swenson 65 <br />reviewed his written staff report regarding an amendment to the Code of Ordinances adding a new 66 <br />Chapter 511 regarding targeted picketing. The first reading was approved by the Council on 67 <br />November 9th. 68 <br />Councilmember Lyden moved to waive the full reading of Ordinance No. 08-20 as presented. 69 <br />Councilmember Ruhland seconded the motion. Motion carried: Yeas, 5; Nays none. 70 <br />Councilmember Cavegn moved to approve the 2nd Reading and Adoption of Ordinance No. 08-20 as 71 <br />presented. Councilmember Lyden seconded the motion. Motion carried: Yeas, 5; Nays none. 72 <br />PUBLIC SERVICES DEPARTMENT REPORT 73 <br />5A) Consider Approval of Resolution No. 20-138, Approving Payment No. 2 and Final, 2020 74 <br />Trail Maintenance Project – City Engineer Hankee explained that the action requested would be 75 <br />final payment for the project. She added that the next year’s project will continue on with this trail. 76 <br />Ms. Hankee noted the final project cost. 77 <br />Councilmember Lyden wondered if the City would be well served by purchasing it ’s own trail 78 <br />maintenance equipment. 79 <br />Councilmember Stoesz moved to approve Resolution No. 20-138 as presented. Councilmember 80 <br />Ruhland seconded the motion. Motion carried: Yeas, 5; Nays none. 81
