COUNCIL MINUTES <br />DRAFT <br />3 <br />5B) Consider Approval of Resolution No. 20-141, Approving Payment No. 2 and Final, Lift 82 <br />Station No. 5 Forcemain Repair – City Engineer Hankee explained that this project was a 83 <br />collaboration with the City Public Works Department. A corroded pipe was identified and a new line 84 <br />was installed. The project bid included quantities as best as staff could estimate and it being an 85 <br />emergency the contractor was asked to proceed without final data. The cost did come in under 86 <br />budget originally and this would be final payment. 87 <br />Councilmember Lyden moved to approve Resolution No. 20-141 as presented. Councilmember 88 <br />Ruhland seconded the motion. Motion carried: Yeas, 5; Nays none. 89 <br />COMMUNITY DEVELOPMENT REPORT 90 <br />6A) Consider Approval of Resolution No. 20-140, Approving Anoka County Agreement for 91 <br />Residential Recycling – Environmental Coordinator Nelson explained that each year the City 92 <br />receives recycling funds from Anoka County. This year the grant amount will cover all the City’s 93 <br />recycling programs. Mr. Nelson reviewed the programs that are funded by this grant. 94 <br />Councilmember Stoesz asked how the organics recycling is valued from an environmental perspective 95 <br />and considering the impact on transporting the recycling. Mr. Nelson said for the purpose of the 96 <br />grant those recyclables are part of the City’s tonnage; they specifically look at the amount of waste 97 <br />diverted from landfills but he acknowledges the question of transportation. 98 <br />Councilmember Ruhland moved to approve Resolution No. 20-140 as presented. Councilmember 99 <br />Lyden seconded the motion. Motion carried: Yeas, 5; Nays none. 100 <br />6B) Consider Approval of Resolution No. 20-131 Denying Setback Variance for a Deck at 101 <br />842 Lois Lane 102 <br />Councilmember Lyden moved to table the matter. Councilmember Cavegn seconded the motion. 103 <br />Councilmember Stoesz confirmed that the council could in fact table the matter within state 104 <br />requirements for dealing with the variance request. 105 <br />Motion carried: Yeas, 3 (Stoesz, Cavegn, Lyden); Nays, 2 (Ruhland, Rafferty) 106 <br />6C) Consider Approval of Resolution No. 20-136, Approving Payment No. 14 and Final, 107 <br />West Shadow Lake Area Improvement Project – City Engineer Hankee said she is very happy to 108 <br />be bringing forward the final payment request on this project. She reviewed the elements of the 109 <br />improvement project, noting some changes through the term of the project (change orders included). 110 <br />Mayor Rafferty received additional information on upgrades. He is very impressed with the result of 111 <br />the project. Excellent project by all involved. 112 <br />Councilmember Stoesz asked if it makes sense to wait until spring to ensure that the freeze and thaw 113 <br />process doesn’t have an impact. City Engineer Hankee explained that the general contractor needs 114 <br />to be paid in order to pay the subcontractors; staff has held off as long as possible and will plan for 115 <br />any future corrections to occur under the project warranty. 116 <br />Councilmember Cavegn moved to approve Resolution No. 20-136 as presented.
