COUNCIL MINUTES <br />DRAFT <br />4 <br />Lake Drive with Construction of a Roundabout, Anoka County Birch Street Recon – City 121 <br />Engineer Hanke explained that the Anoka County design for this project is nearing completion. 122 <br />The majority of the work will be co mpleted through Anoka County, however, in order for the 123 <br />County to use their state aid funds on the project, the City must officially approve no parking in 124 <br />certain areas noted in the report. The school in the area has been informed. The no parking would 125 <br />begin after construction with the County’s installation of signage. 126 <br />Councilmember Ruhland noted that he doesn’t think there is a lot of parking that occurs on Birch 127 <br />Street. Ms. Hankee said the school should have sufficient parking available; parking on Birch 128 <br />Street is pretty rare. 129 <br />Councilmember Stoesz asked if there could be a process to allow a variance to allow parking for 130 <br />special occasions. Ms. Hankee she envisions that would require a sign off by the City and the 131 <br />County. 132 <br />Councilmember S toesz moved to approve Resolution No. 20-137 as presented. Councilmember 133 <br />Ruhland seconded the motion. Motion carried: Yeas, 5; Nays none.. 134 <br />6E) Consider Approval of Resolution No. 20-139, Amending Adopted Assessments, 2020 135 <br />Individual Properties – City Engineer Hankee explained that in October, the City adopted an 136 <br />assessment roll, however, since then there are other individual properties that have requested 137 <br />assessment. She noted the updated amount. 138 <br />Councilmember Stoesz asked if there is a valuation benefit to properties that connect to municipal 139 <br />utilities and Ms. Hankee said that there is although it might not be immediate. 140 <br />Councilmember Ruhland moved to approve Resolution No. 20-139 as presented. Councilmember 141 <br />Lyden seconded the motion. Motion carried on a voice vote. 142 <br />6F) Consider Approval of Resolution No. 20-142, Accepting Quotes, 7685 Lake Drive 143 <br />Demolition – City Engineer Hankee explained that earlier in the evening, the council heard about a 144 <br />development plan in the area of 77th Street. Some city owned property in the area is needed for the 145 <br />proposed street realignment and in development of the adjacent city owned land. She noted that 146 <br />quotes for the work has been received and staff is requesting approval. Funding for the work would 147 <br />come through municipal state aid funds. 148 <br />Councilmember Cavegn said that the report indicates there were other alternatives and he’s curious 149 <br />what they were. Community Development Director Grochala said he recalls there were variations 150 <br />of alignments (involving Marilyn) discussed. When asked by Councilmember Cavegn about traffic 151 <br />impacts o n the neighborhood, Mr. Grochala suggested he doesn’t see any major change to residential 152 <br />traffic. 153 <br />Councilmember Lyden asked if there is any chance of making this a community tear down project, in 154 <br />a way that raises funds perhaps for a dog park. Community Development Director Grochala 155 <br />suggested there could be liability issues but people could watch from afar. 156 <br />Councilmember Stoesz asked if the house has any value and Mr. Grochala explained that the cost of 157 <br />moving the property would be higher that it s estimated value. 158 <br />Councilmember Lyden moved to approve Resolution No. 20-142 as presented.
