COUNCIL MINUTES
DRAFT
2
Mayor Rafferty noted that he sat in on a conference call with staff and this firm. He found them to be 40
very organized and specific. 41
Councilmember Stoesz asked if data received through this study will remain pertinent for a good 42
amount of time and Mr. Grochala suggested that it should but added that anytime you’re dealing with 43
market conditions, there could be a need for updates in the future. 44
Councilmember Cavegn asked if the study will take into consideration other exercise facilities in the 45
area. Mr. Grochala said that part of the background for the study will include taking into account 46
other facilities. 47
Councilmember Ruhland asked if the outcome is directed to be specific such as for a community 48
center model. Mr. Grochala said he expects the facility would still be run as a recreation aquatic 49
center; a question may be if the City wants to bring in different use elements that are managed 50
separately. Councilmember Ruhland asked if there is a timeline that relates to the shifting sands of 51
being in a pandemic; Mr. Grochala said he believes they basically must see a study through. 52
Councilmember Lyden asked if they will look at continuing viability and also with viability in mind will 53
they look at making this facility the one of choice. He also asked if extr a cost (expenses) could 54
become an issue and Mr. Grochala remarked that staff has worked to identify he scope of what will be 55
needed. Mr. Grochala explained that an expectation is that the feasibility study should recommend 56
what will be viable going forward. Councilmember Lyden asked if there will be consideration of 57
expansion and Mr. Grochala said yes and he expects that. 58
Mayor Rafferty remarked that the consultant fees noted are pretty standard in the field. Having been 59
involved in discussions, he’s had the chance to see a comparison with the facility and something like 60
the Shoreview center. A comparison of user fees with that facility shows a great difference in cost 61
from something like the YMCA and is indicative of the investment of city funds and time in a facility 62
like Shoreview. The mayor said he supports moving on this study; he’s ready to get the information 63
and is confident this group can do the job. 64
Councilmember Ruhland moved to approve Resolution No. 20-146 as presented. Councilmember 65
Lyden seconded the motion. Motion carried on a voice vote. 66
UNFINISHED BUSINESS 67
There was no Unfinished Business. 68
69
NEW BUSINESS 70
There was no New Business. 71
72
COMMUNITY EVENTS 73
There were no events announced. 74
COMMUNITY CALENDAR 75
Community Calendar – A Look Ahead 76
November 30, 2020 through December 7, 2020 77
Monday, November 30 6:00 pm, Council Chambers Special Council Work Session 78
Wednesday, December 2 6:30 pm, Zoom Park Board 79
Monday, December 7 6:00 pm, Council Chambers Council Work Session 80
81
